I think its a shitty thing to do but it is absolutely not illegal to clip someone out of context, it is protected by the first amendment just like parody is and these people doing it are probably mostly not from North America as most Gambling sites are not based there, so a lawsuit will likely be impossible. I mean you can sue for anything, but it is very unlikely you would win the lawsuit. Think about how many times mainstream media has clipped someone or quoted someone out of context then slapped advertising on their broadcast. Defamation is incredibly hard to prove and "parody" is protected by the first amendment. Then you also have the scenario were a lot of people are not from the US and US laws will not apply to them.
