The fortress is essentially a science lab to study psychological control, cloning, eugenics, super solders, DNA fiddling and so on. The prison is analogues to the cages of a lab that keeps animals. @@ArcticZombie the one child policy thing really backfired when taken into cultural consideration. On paper, it works when the couples don't care about the gender of the child born, but culturally people from China preferred males over females since they are the only ones that can carry down the family name. China has since ended this policy after realising in context what this meant, with grave population density results to prove it. Literally there are not enough females to wed every single male there, so there will be a significant portion of men who will never find a mate. Sounds good in theory (I still very well support a form of it going forwards), just poorly executed since wicked parents would care so much about a family name, they kill their newborns for being the wrong gender.
