Substance 3D Painter Rust Effect with Smart Materials

Yes agree! Another option would be to add a warp on top of the streak mask. This will fix that.

How are you able to rotate the brush without having to drag sliders?

I am using alt/cmd and left click and drag will rotate the brush.

Was this done only inside substance painter or you used substance designer to create this effect?

This was all done inside Painter using only Painter's filters. No designer work : )

i have a question i haven't used substance painter but do these materials produce a texture as well?

Yes. When you export, you get a series of texture maps that combine to create the material such as basecolor, roughness, metal, height, and normal. These maps can be used anywhere.
