Crescenta has a good point, what's the point of having a rare natural power but not having the intelligence, skill, or moral integrity to use it efficiently and ethically? A person without magic but who knows how to use the resources they have is more valuable than someone who uses and abuses magic because they don't have the ingenuity or creativity to solve problems.
