It's not exactly an unknown concept to Nintendo Early footage of Mario 64 that was shown in Japan back around 1995 featured a 2-player mode with Luigi. It got scrapped decently late in the game's development for a variety of reasons, I think mostly scripting difficulty and memory issues. They had planned to reimplement the idea into a sequel for the N64DD but the N64DD released years late and failed miserably so that sequel never came to be.
