State Troopers or Highway Patrol have jurisdiction over the entire state, and generally stick to the highways. This is due to the fact that if you are on an interstate highway you can quickly move out of the jurisdiction of city policy or county sheriff meaning they wouldn't have any authority to pull you over after you pass the city/county line.

This is a super simplified version, but the way police work here in the US is: Each US state is made up of counties, each county contains towns and cities. Each city has their own police force, whose jurisdiction is the city limits. Some people live outside the city limits, so we have county sheriffs whose jurisdiction is the county line. They can and do assist with city matters, but for the most part they're here to handle the rest of the county stuff. Then we have state troopers, whose jurisdiction is the state lines. Since we already have policing for our cities and counties covered, the only thing left is the interstate highways, which is what a state trooper (also called highway patrol) covers.

Cox accepted inmediately. The script got shopped around and Brian Cox saw it and called them up to ask if he could do it. Apparently when he started acting he thought he’d be a comedy actor like Jerry Lewis, his hero, but after playing Hannibal Lecter in Manhunter he got typecast in serious and dark roles. Super Troopers was Brian’s chance to flex his comedy muscles. Also apparently he loves edibles
