If he places the money in a trust fund obviously he doesn't need her money to support his child. The father is just making sure the mother takes some type of responsibility and making sure the child has a pretty penny (around $43,200 give or take) after graduating. With their kid going into the military the daughter would be buying a house outright by the age of 25 or buy rental property and the military will pay off her college tuition. The farther is smart. Providing all goes well that girl will be financially set for life if she sticks to the plan. Not to mention a military background almost ensures a spot on the police force nation-wide.
