Your comments about the other players feeling more reactionary and not having as much to do is definitely a fair one and is also an issue/feature of the WW2 game as well. But when playing with my friends (we’ve mostly played the WW2 version) I’ve always made sure to point out at the start that each nation has a slightly different play style and that some of them will be more of a supporting partner than the leader but that they’ll still win as a team. Italy and Germany are a good example of that since the former in the WW2 edition has the smallest deck of cards and is best suited to bolster the Germany players actions. Conversely, the US player has the most cards which reflects its economic power while Russia has only one navy unit (I think) as the Russian navy wasn’t really much of a thing during WW2 etc etc etc. I think if the players know these things beforehand then they might enjoy the game more. I wouldn’t call the game asymmetric necessarily, but it’s definitely true that both of these QMG games have some degree of variable player strengths and weaknesses. Really happy to see you review this Cody and keep up the fantastic work!

You mentioned at the end, the WWII version of QMG, which is the father of the QMG series (there's also a Cold War version). If you liked this, then the WWII version (2nd ed) is a must try. And I bet that it's one your friends might enjoy better as it's a tad simpler.

Personally, I think this game is brilliant. Almost a masterpiece, really. Funny, my pieces are plastic miniatures, and some of the art on the cards are different. When I bought the WW2 game, the bits were wood, BUT...they can be replaced with Axis and Allies units...heads up!

I've played this and enjoyed it (as well as the WW2 version), but I also think your friends' criticisms are valid. Germany really drives this game (as they did the war, of course) and if you're not playing as them, you're mostly just reacting. I'd be curious to hear your thoughts on this after playing as someone other than Germany.
