29.97fps is legacy NTSC broadcast video framerate. The reasons behind it have to do with how NTSC hacked color information into what was originally a B&W standard, they had to lower the framerate fractionally from 30FPS to fit extra data into the signal and get it to align right with the the image. In this way the older B&W sets would still work with the new color TV signal, they just ignored the extra information in the signal and the slight difference in FPS wasn't enough to cause problems the older sets would still display it just fine (remember these were analog devices there was no digital anything in them)
