This new tax will be passed from the truck driver to the end consumer, as their profit margins are already very thin. Therefore, prices of goods will rise in Manhattan. As the end consumer, you absorb the cost.

I always thought about that. Either free, or half-price to give people the incentive to use public transportation. They would also need to put in more public transportation infrastructure so more people would actually have a choice. I've driven into the city numerous times, but I don't do it every day. I will say, if I did work there, I would definitely look for the easiest public transportation.

It is "not pushing the congestion elsewhere". It is disincentivizing car travel into Lower Manhattan. Through traffic will eventually be forced to take the highway rather than driving through city streets not designed for it. It doesn't cause more traffic, though; traffic and road capacity are not just directly correlated, the latter causes the former, and we know this from projects like the widening of the Katy Freeway and the widening of the 405 in Los Angeles and the 401 in Toronto, where travel times actually increased by several minutes post widening.

@@bootcamp7 I live in car dependent suburbs in Nassau County, but before then l lived in the SF Bay Area. I used to think adding more lanes would fix traffic, and removing lanes would make traffic worse. What I learned researching induced demand is that people's behavior actually changes in the long term in response to adding/removing lane capacity, with some electing to carpool, others take the bus, and others decide to stay at home when lanes are removed, and more people driving when lanes are added. And it has been known since the 1900s that adding more lanes results in more traffic.

@@Awesome_Aasim I have no reason to doubt you because we won’t know what the true outcome unless it’s implemented, but what I do know is that the public transportation options are, at present, woefully under equipped to handle a sudden influx of new commuters who it may not even be practical for them to use public transportation depending on where they are coming from. It’s also no secret that the MTA is notorious for grossly mismanaging it’s funding, and this just smells like, no matter how they spin it, another method by which to squeeze the working class. Also, I don’t buy that people’s behavior will suddenly “change”. In the short term at least, the neighborhoods at the other points of entry will bear the brunt of that diverted traffic.
