Its a very basic explanation on how to set the output V. If you did however put a load on it, it would be good to see what it can handle. I can recommend a 18650 battery load tester..

No load testing does not make any sense. A better tutorial would be if you could test the circuit with different load currents and explain the maximum power output capability of this circuit. Would shed some light on the efficiency as well.
