I guess it all depends on the situation and who your with and where they are compared to the shooter! If that cop came up and found a guy who called himself trying to be a good citizen and discharging a firearm we'd be investigating the murder of a civilian legally using a gun and the dead shooter. Just no. It's safer sadly to let the shooter be dealt with by trained law enforcement.

@@DetVen yeah, no offense but I highly doubt you’d go running towards gunfire to stop a shooting and risk getting killed! Now if your family was with you or they were last seen near where the gunman was, than I’m sure you’d risk it to make sure they didn’t become victims! Also it’s completely obvious that during a mass shooter event everyone is expected to run and save themselves and their loved ones! In the case that your hiding with others and the shooter is coming in your direction, you can shoot to kill and at the very least deter them from continuing to attack you and your group! No need to be a hero, just do your best to care for and protect the ones close to you! Every event is different, if you have a good opportunity to take them out, do it! Remember though, if you’re shooting wildly because your adrenaline is skyrocketing and while your trying to hit a moving target you accidentally shoot an innocent bystander, be prepared to pay the punishment if they die as a result of your gunfire! That’s why I said it’s better to hide with your loved ones and anyone near you and wait to see if the perp heads your way! The courts would have more mercy on someone defending themselves from a predator actively heading towards you, than someone who plays hero and accidentally kills somebody!

Police are trained to engage immediately. I wouldn't want to be the first guy found shooting when they arrived. Poor cop shoots a law abiding citizen who was only trying to help only to find there is still an active shooter. That would only have to happen a few times before the whole thing would be declared unworkable.
