Great question! If you're wanting to get something mass produced, I'd start with searching Alibaba. You can find great, verified factories from across the world and request samples of their products. You should first sort out what kind of dress you'd like. What material, what shape, etc. You can hire a Textile Designer to help you come up with concepts, but if it were me, I'd investigate the factories first and see if they already have something similar to what I want. From there, I'd hire a Textile Designer for pattern and any additional details - beading, embellishments, trim, things like that. ;)

A textile designer can work in a range of different industries, but a fashion designer works specifically in the fashion industry although both job functions are related.
