This is awesome. What if weapon perks effected weapon recoil and sway. Stuff like that. For example, when fresh out of the vault you a hard time hitting things at a distance because your not good with a gun so you lack control, but as you get weapon perks your aim increases. By the final rank you would be a marksman. This is the one thing I truly hated about Fallout 4. Your a near perfect shot right out of the vault. It made the game way to easy. I unfortunately don't have the understanding on how to change those values but I think it would be a great change and would make the weapon perks make more sense.

I would definitely like to implement a system that makes the weapon skills affect things like reload speed, recoil, accuracy, and so on. not sure how to do it though, but I'll look into it

Looks like I'll have to wait till you make the weapon damage a part of the mod. Currently, there is no ports of True Damage on Xbox. Also, no go on that perk mod....sometimes, I really wish I had the money to buy a PC.

@@unclebaba3463 Except the armour isn't why they're so tough. They're tough because they have stupid amounts of health. If it was just their armour AP rounds or energy weapons would down them quickly.

I liked how balancing was in New Vegas. Level didn't matter much in the grand scheme outside of skill checks an certain unique perks. You could complete the game only using a single weapon and it'll be just about as effective when you first grab it as it will be when you finish the game. You could choose your gear based on personal preference and not feel pressured to constantly upgrade your gear just to keep up with the level stats and such. I wish more games were like that.

Exactly, i feel like the leveling system was there so you could simply pick stats, cause i know that with certain stats low enough the combat & dialogue became significantly harder.

I feel like no one has actually played FEAR recently when they talk about how good the AI is. It's extremely basic and their tactics aren't exactly refined in any capacity. The best parts of FEAR's AI are the callouts that give the illusion of cooperation. But it's not there, enemies will braindead rush you, stand in the open, not react to grenades, and generally be kinda off unless you're in the perfect controlled environment. Which is all fine and dandy if you're making a tech demo or a trailer. But games have to constantly adapt to the player changing how things play out, it's why I find the AI in a game like Arma 3 significantly more interesting to fight against.

I've played FEAR yesterday, and while the AI is challenging and were doing some cool tactics, but there is not much enemy variety. Personally I'm fine with that, I don't mind just killing squads of humans over and over as long as the combat stays fun.

the big problem with most fps games is a harder difficulty is instead of improving the AI or making them more Aggressive it just makes them take and put out more damage

Yeah, making good AI, especially good AI with multiple difficulty settings, is both so important and so difficult to make. Unfortunately, many studios seem to skimp out on it, and their game suffer for it, even otherwise great games (like Civ 6)

Stalker is the proof to this, both you and AI can die in a few shots so the balance lays more in taking cover, watching your shots, flanking, using stealth, nades, etc.

@@michelmoreno8233 And using good armour. You can feel the difference in protection when it comes to armour progression. Leather jacket = Can barely stop a pistol round, just a couple of hits will either kill you or make you bleed out. Exoskeleton = Lol, pistol rounds. FEAR (at least the first game) was pretty well balanced too. On Hard enemies deal a lot more damage, but they don't seem to receive that much of a health bonus. This means that you had to play tactically and actually use cover and bullet time to your advantage.

@@bluexephosfan970 not as hard as you think. F.E.A.R was known to have _EXTREMELY_ competent AI...and that was due to unintended behaviors compounding from the coding. And from my understanding, the AI coding in that game was fairly simple (at least in terms of AI)

"You got so wrapped up in the shooting that you forgot about being shot" One of my all-time favorite GTA mods was a humble mod that made the player ragdoll like the NPCs hen being shot, stabbed punched, or shot really really hard. Absolute game changer.

@@BaldianOfIbelin it was intense! You stroll up to some shady looking characters, in FP obviously. I'm Michael, so I say something crass. The guy starts talking shit, something about my mother, so I get right up in his face and Michael says something like "you wanna fucking say that again boy?" So the guy gets agitated and pulls out a peice and time. slows. down. Now, I don't know if you know this, but guns are dangerous. If this guy draws a bead on me I won't have time to take aim before he gets a shot off. If that happens, I flinch and my shot will miss and his homies are probably packing too and they'll light me up like a Christmas tree while I collapse from the weight of all the lead inside me. So shove into him to throw him off and quickly pull my sidearm to dispatch him, but his boys are on point a begin to pull on me. I get a clean shot into this dude's skull, but the follow up shot only grazes his friend. I'm backpedaling, but I take a bullet and kinda stagger behind a vehicle. A full blown shootout erupts between me and these two guys, both of us taking cover and trying to avoid getting shot is so feckin good man! Also getting stabbed in FP is probably the most trauma I've ever received from a videogame.

@@BigGreen945 I agree. The NPC aim should be fixed, too. If you constantly run sideways from one cover to another, NPCs should have trouble putting even a one bullet on you.

​@@TabbuEme I think that he did a good job on balancing the enemies, but for the player, I'd say that leveling up your stats is a common RPG mechanic, and eventually it'll come off as being a bit unrealistic, though I think that FO4 could have been more realistic if some armors and weapons were more balanced and harder to obtain, I still think that dying too quickly kind of removes the reason I play RPGs.

@@lordgrimm2905 idk to me a RPG is about progression and building your character, so FO4 has many of those character-building elements (perks, SPECIAL, or just getting better weapons or armors over time), and while FO4 lacks what the previous games had, like skills and the ability to have lasting effects on your environment with your decisions and your factions, I nevertheless think that it can be considered a RPG, unlike Doom or CoD

I think just the bruises from the bullets hitting that guy's armor would knock him out well before however many shots you shot him drain his health at 20 speed.

Just imagine fallout as one of those animes like DBZ where characters can take planet shattering impacts and just smugly spit out a little blood. Makes a dude eating 20 .50's a little less painful.

730 shots of 10mm would cause so much internal trauma from the bruising you'd likely die from internal bleeding 10mm (depending on load) hits at around 500ish foot pounds of energy at stand off ranges and 5-600 at the range he was shooting the gunner from it's gonna be like being punched by Eddie hall 730 times or spinning kicked by Joe Rogan 730 times

​@@discipleofdagon8195 sort of. Since the armor had durability it also has its own pool of "hit points" in a way. Frankly upping the stuff of that to make you at or above low level deathclaws in this would be perfectly fine. Of course getting tougher as you get better armor and mods.

I’m of the opinion auto weapons should have normal damage but much higher recoil… something the power armor would be used to compensate for.

he makes a point. You can still get shot down with like 2 or 3 shots from a simple .308 bolt action rfile and it's annoying which is why I had to disable the true damage mod

No they shouldn’t. Lathes, mills, and forges aren’t some arcane tech that can’t be reproduced. The first two can be kept together in a medium sized room. Using those three to create gun parts is pretty easy.

Legenary enemies are like walking loot boxes, when you spot one you hope for a good legendary roll. I think that was the idea behind whole legenary enemy system.

They're basically the first warning of what FO76 was going to be. It's a shame because the concept isn't that terrible, a running theme of FO4 was a more "unlimited" Fallout game, radiant quests and legendary gear were both supposed to massively increase the amount of stuff to do and see, a near infinite amount of unique weapons and armor is a good idea to extend longevity and give the player more creative opportunities.

Luckily I have the explosive mini gun and therefore nothing is an issue. Where regular enemies take one burst, the legendary takes two. Legendary, more like legepudding.

@@vahlok2568 Video games gonna video game, they've been letting us use guns like MG42s like they're just another assault rifle since the first Modern Warfare, if not sooner. I personally think certain weapons should be restricted to Power Armor, or at the very least have heavy drawbacks that are severely mitigated by Power Armor, but that'll never happen. Also, the handling of a weapon is decided by the mod author, and he said that he was still sorting through the weapons in his load order to adjust those sorts of values.

I feel like the firearm perks should affect the recoil, speed of reload and maybe even upgrades to a degree. Being better with a certain firearm types should mean your proficiency with them should scale. So maybe your draw time is faster, maybe weapons jam less frequently or are easier to clear for your character.

As Synthetic has shown, many things can be scaled on ranged weaponry. Not all described below is a part of the Synthetic mind you. Damage output adjusted to the caliber used, heating/cooling dependent on firearm materials, while character is in control of recoil + control (recovery from recoil gained while shooting or moving), reload and mag ejection times, adjusting for bullet deviation based on character experience + barrel maintenance.

I'm not averse to installing dozens of mods, but I agree that being able to do a single pack would be nice, the problem with the 'profiles' on the Nexus is that it does each mod individually and often they're not kept up to date so some mods are no longer available/compatible. I suppose someone could take all of what these mods do and combine them into one big package, but that might be difficult to balance, plus you'd have to work with each mod author to get their permissions to use their work unless you were to build one from scratch and just mimic their affects.

I just got done with ordering MAIM and a few things that are supposed to come after it. The Vortex rule system caused a lot of internal screaming. How can it be so bad that it doesn't let the user just set a manual order for things, when that would be the most obvious and convenient way to go about it...

I think that adjusting the ammo prices or crafting costs for the heavier calibers would also be a good way to encourage the use of smaller arms

It's definitely a great take on making the difficulty make sense. Reminds me of how max difficulty works in Stalker; higher difficulty means higher damage from both sides. On top of the enemies being a lot more aware of their surroundings. If you get seen first, you might as well be dead already cause both sides are lethal.

i've always thought that was an interesting way of handling difficulty, rather than just making everything a sponge and you made of paper mache. i'll never believe that they actually made the factor in skyrim's legendary mode worse for the damage you deal (1/4) than the damage you take (3x). anything under half damage is bullshit, so Stalker devs get a thumb up from me

@@dmas7749 It's NOT true in STALKER games, and it burns my ass to hear this myth live on. YOU are the one affected by difficulty debuffs, not the NPCs. It's literally hardcoded into the game. It's Eurojank, but do you really think that Easy would be harder than the hardest difficulty of Master? Do you know how fucking stupid that makes everyone perpetuating this myth sound?

Betheda games are more of a framework for the community to improve and invent upon. With the BLD mod, you can kill any human with a headshot, if they're not wearing a helmet. You can even one-shot super mutants, if you're using the right caliber (.50 for example) I'm using the MOFAM modlist and it balances it really good.

I've never said anything like it's a perfect or even a good game, I just said it's a good framework and that's undeniable. What makes Bethesda games good, is for the most part the modding community and for the rest, the different universes. So next time, read, read again, think, read again, think again and than answer. Saves yourself and other people a lot of time and frustration.

I agree that legendaries were a terrible turn for them to go down, however if they were to remove it in future fallouts for the love of god bring back the UNIQUE weapons. Guns like the terrible shotgun, the YCS/186, Bozar, etc. have a rightful place in the game as highly tuned one of a kind weapons that distinguished themselves and made for a fun experience to find them.

I love unique weapons, always loved finding them and sometimes making one my personal weapon (and finding somewhere to stash/display the rest as I am a hoarder). Especially if it was a unique in how it works instead of just 'oh, it just does MORE DAMAGE' or something. Fallout 4 had a few like this, or upgrades typically that would be found on them. Like the bowling ball launching Fatman.

Anyone who is considering using the true damage mod should be aware: this mod currently has a serious bug that instantly kills everything when you use a critical hit. Despite the bug being reported a year ago, the modder does not seem to have any plans to fix it. Also, the mod description claims 'same ammo, same damage,' but this isn't always the case. In fact, every bolt-action sniper rifle deals 100% more damage than semi-automatic sniper rifles do.

Same. It completely breaks the “immersion” and believability at the expense of making the game harder without making it more enjoyable. I end up modding weapon damage once I get deep back into playing any of the Bethesda games, dumping entire magazines into lightly armoured human enemies is not fun.

One thing I learned from the survival mooded playthrough I just did is that although the difficulty doesn't make the AI better, it does encourage you to use the tools u have, like chems, vats, granades, power armor etc.

I play on Survival with damage sliders set to 2x damage outgoing and ingoing. If enemies get really tanky, to where your character obviously is far squishier than them, adjust slider.

Not to mention it gives random encounters no variety. It's basically impossible to save any settlers or other NPCs because the enemies are so tanky that the friendly NPCs will die regardless of how hard you try defending them

this is honestly why i play survival mode exclusively. The damage is (fairly) realistic, where both you and your enemies can die at a moment's notice.. at least until you level up A LOT. enemies die in a decent amount of time, and you can get your ass kicked by anything from a mole rat to a raider just as easily as you can from a deathclaw or M. Queen

One of the best ways of enhancing difficulty on higher difficulty options I've seen is to make enemies do more damage, move faster, fire more often, their projectiles moving faster, but still have the same amount of health for all difficulty levels. This makes it easier to actually get better at the game and raise the difficulty as you improve.

The issue with difficulties where the enemies do more damage is certain playstyles become invalidated--usually close range ones that use melee weapons or shotguns. People get pushed into more stealth-heavy long range playstyles that make avoiding attacks easier.

Yep and that's just the unfortunate part. I do enjoy doing something like this on skyrim, because you have enchantments, shouts, etc that all make close-up fighting viable and fun. I feel shooters will always lack this ability unless magic is implemented somehow

Logically speaking, how can the main character tank 100s of bullets, and be completely fine only a few seconds later? Stimpacks can heal you sure, but they can't get rid of the bullets still inside of you. There should be a gameplay mechanic forcing you to go to a doctor to get the bullets removed, the effects of not doing so, will range from a progressively increasing debuff to your stats, eventually causing your limbs to be permanently crippled until you pay a doctor. If you get shot in the head, and survive, you should have to go to a doctor to remove debuffs to all intelligence/charisma based stats. This is why a melee main would want heavier armor, as it would reduce the damage they take, and prevent debuffs from getting shot, at least until your armor breaks.

My biggest beef is the Magoo effect. That's when you sight on someone's head, press the trigger and they instantly move out of the way before your bullet actually hits them. See a good game is one that will provide you with a challenge but one that will hone your skills so that you become a better player...and, if you do, you can increase the difficulty if you want more of a challenge. Skyrim and Fallout 4 it's like it's trying to create the illusion of skill...when it boils down to "The computer rolls a die and you miss". I would like a RPG that doesn't sacrifice its proper FPS potential. You can really tell that Todd Howard has a degree in business... and that's all.

I use Unbogus Health Scaling for that. 2 main advantages: 1. It keeps intended balance, just prevents it from going haywire at higher levels. 2. Changes are done at game settings level, meaning it won't overwrite changes to NPCs and creatures changed by other mods, and will affect new NPCs and creatures added by them.

I think the problem is that enemies get stronger alongside you, at level 50 something fighting a raider takes the same amount of resources it’d take at level 1 This is why I hate when rpg do that, I never feel like I’m actually leveling up, instead they should change enemies, make stronger enemies in later areas of the game, inside the institues there should be guardian synths and robots, perhaps some incredibly powerful “raider wraths” could be inside of their stronghold using heavy armor and weapons like flamethrowers or miniguns

I like the way stalker games balance that part. The starting areas have enemies like bandits that have no armor and use pistols or sawed off shotguns to fight you, making the fights easier, but the further you go into the northern areas the tougher the enemies get. Power armor wearing zealots using sniper rifles, assault rifles on par with special force ones and let's not forget about the Gauss gun, which instakills anything in the game short of a pseudogiant, so in order to go north you need equipment on par but you feel the growth, you have more capabilities the more gear you get, and boy going back to the starter areas makes you feel like a bully because the bandits can't even scratch you

I wonder how peoples are playing this game when they leave comments like this, when you are level 1 basic raiders are level 1, when you get level 50 those basic raiders are still level 1 and they died pretty mutch by looking at them. And if we are talking abaout later areas and stronger enemies FO4 enemy placement and story have made way that at the beginning of the game you are fighting against weaker enemies while tougher enemies you are are gonna just find later on the game. Why should inside the institute be heavily guarded when it's place where nobody cant get in.

​@@cordyceps182 all else being equal sure but there are small inequalities a weapons effective range, accuracy, your own human error such as firing for too long or being inefficient with your shots and targeting headshots end fights faster than bodyshots so a sniper weapon would on paper produce the best kill-to-ammo-spent ratio the secondary function of automatic weapons is that you spend the extra ammo to not worry as much about accuracy you still gotta aim AT the bad guy but your pumping out enough damage fast enough that youre not spending the time to get a perfect bead between the eyes say theres lots of guys coming at you fast, you probably dont have the time to zero in on each head before some of them get to you the one thing videogames tend to lack which is I think one of automatic weapons' best features is suppressive fire videogame enemies dont really get scared and dont tend to fear death in the same conceptual way we living beings do, so the awesome power of an automatic weapon isnt doing the same job it does irl which is to make the enemy stop and hide and reconsider attacking you at all

If not with damage, there needs to either be something that makes the ammo efficiency of automatic weapons distinctly worse, or for carrying a ridiculous amount of ammo around with you a bad idea for this to actually matter. In an FPS, where you don't need to physically aim a firearm that weighs something and pushes back on you with every shot, your only option for the former is to mess with accuracy and recoil sliders, which can help to an extent but may just end up frustrating the experience. Making ammo be actually scarce or expensive, like how it absolutely is not in any 3D Fallout game, is a good way to make every shot actually count. Making bullets weight something is another. But you then run into the dreaded "ranged stealth" meta that absolutely ruins every game with even a whiff of RPG elements.

There is only thing that I dislike about high damage/low health playthroughs. I always revert into stealth sniper build because the survivability is more probable when you shoot first and remain undetected for follow up shots. It's not impossible to make other builds with mods like this. But it sure is a bit more challenging to make a melee/close combat build.

you have no idea how grateful i am for this mod. i’ve been playing stalker for the past 2 years and going back to fallout has been a headache solely because the bullet sponge enemies. What would be a cool idea is changing the weapon level lists or just de-leveling the whole game as i always thought it was weird or “unimmersive” that weapons like the handmade rifle are extremely rare

This is why I use Survival Options to bump up both incoming and outgoing damage pretty high, it makes the game have tense and quick fights, as well as letting me use cool looking weapons rather than maxing out damage.

Yup, I've always done this with Bethesda games. Skyrim is the best example, where I take a mod that gives quite OP weapons, and play on legendary. Enemies have a lot of health, but you deal a ton of damage. And even with a 500+ armor rating, end-game enchantments, 5-6 well equipped enemies can take you down. Really forces you to spec into magic resistance etc. Helps diversify the game and tune down your godliness

yeah, i just tried survival yesterday for a bit. lost about an hour due to deaths. over two hours of progress because the god damn thing crashes so fucking much. i just can't stand playing a bethesda game with too limited saves, because of this. most other games, fine, a crash wiping out like 30 mins of work once would be okay. i spent like 3 hours, trying to do one god damn thing in far harbor. died twice, crashed six fucking times. couldn't do it anyway (wanted to see if i could use cremated cats as ammo for the junk jet. they're not an option)

See, while I find this really fascinating, and one way to balance the game, I think that the base game's systems, with slight alterations, could work. this feels more like trying to make a tactical shooter out of a game that just.. isn't that, this is *your* prefered way to play the game and that's fine but this isn't everyone's prefered way to play the game. when you mentioned the game as being a "shooter" that's when I realized how different the vision for the game you have vs the one I have, I prefer to explore the world and maybe have some arcady combat whilst you clearly prefer a more "hardcore" shooter experience, which, to me, this game wasn't even trying to be in the first place. if I want a shooter like the one your mod ended up making it out to be, I'd play tarkov or stalker, not fallout4 , any of the fallouts actually.

the whole 'this is how fallout 4 SHOULD have been' thing is so annoying. what the hell do they know about the original game design documents for fallout 4? they don't know anything about the rigamarole of designing and developing an entire video game. it's not a tactical shooter, that's why people like modern fallout. but, to be fair, bethesda is fucking terrible at balancing their games. but what IS good balance? can ANY video game really be perfectly balanced? regardless, bullet sponges are never fun. they should be for boss enemies or enemies whose sponginess would make sense contextually.

If they say "this is what FO4 should've been", and they show me this, i'm inclined to agree because it's what the series has already done before, but with small improvements with every iteration. The humble perks pack, less spongey enemies, and no legendaries is literally just making the game more like 3 and NV, the 2 games that made the series so popular in the first place. If they wanted to make the game like tarkov or DayZ (both of which, i despise on various levels) then they'd add stupid status ailments like wearing out clothing outside of combat or making healing tedious and difficult (like adding long bandaging animations instead of just jabbing yourself with a stimpak, ect.) I can't blame people for being salty if they played 3 or NV and got excited for 4, only to be met by yet another game/dev team trying to cash in on the stupid craze that was started by Borderlands' gameplay loop.

Yeah this did feel like an over correction to me. I fully agree that the balance outside of the early game gets bad, and the late game is really badly damaged as a result, but you can tame that without turning the game into a twitchy tac shooter. The game could have preserved the somewhat silly, arcade-like combat mechanics of the series without the full on bullet sponge problems that it has.

Looking at this from a design perspective I can just see how this is less (though not entirely) an actual balance issue than it is a design philosophy difference. It's very clear that Bethesda intended to put more focus on the the character build and finding powerful loot as opposed to realism and snappy combat, whereas BrandyBoy wanted both more realism and tense, dynamic combat. That this is largely a philosophy issue and not a balance issue becomes apparent when he points out himself that the goal is less to make all the guns equal and more to make them feel more like those gun should feel. There are drawbacks to BrandyBoy's approach that conflict with the design philosophy Bethesda apparently had, so that's why some of this stuff is the way it is. In BrandyBoy's version, armor is less useful since you die so fast, for example. The fact that a hunting rifle is completely outclassed by the combat rifle is intentional; in RPGs finding better, stronger gear is one of the driving motivations of the game. BrandyBoy's approach also would also negatively impact the viability of melee and heavy armor builds, since damage soaking would no longer be an option. These drawbacks are massive ones when following Bethesda's apparent design philosophy, and helps explain the reason why the system isn't made that way. That being said, there are plenty of ACTUAL balance issues in Fallout 4's combat that are not philosophy related, as well as just straight up poor design decisions. Bullet sponges should never be overly prevalent in a game since, as BrandyBoy pointed out, they're boring as hell. The damage profile of the guns in the game clearly favors semi-auto over auto weapons, and even in an RPG it's not desirable to have one style of play be strictly better than another. And finally, the legendary weapon system seems to be hastily implemented with little thought towards balancing various legendary attributes, leading to only a small percentage of them being useful and those few being so utterly ridiculous they break the game. Since what attributes you get are randomized, this can lead to an unpleasant amount of grinding in order to find legendary weapons that are actually any good. There are ways to fix all of these problems without needing to completely change design philosophy like BrandyBoy does though. Bullet sponges can be fixed by tying difficult scaling to factors other than HP, most notably damage. It might seem a bit odd if a legendary raider does more damage with his rifle than you do with it, but this is normal game logic in RPG games and there's no reason it can't be done here. Higher damage is generally a more engaging way to increase difficulty than higher durability anyway because it makes fights more tense and fast paced, as opposed to being drawn out slogs. Automatic weapons can be brought more in line with semi-auto weapons with number tweaks. General video game conventions are that automatic weapons are more consistent than non-auto weapons, but have drawbacks at long range and less reward for careful targeting. This can be easily replicated in Fallout 4 in a few ways. One that jumps to mind is giving different crit modifiers to different weapons, allowing you to give automatic weapons more base damage but smaller crit modifiers. Ideally you want auto weapons to kill fast, but not quite as fast as well aimed semi-auto weapons so there's still incentive to use them. You can also tweak how damage resistance works like how Fallout New Vegas did it with DT, which made it so that automatic weapons are less effective against heavily armored targets but shred lightly armored ones. This created different ideal use cases for each weapon type, helping to prevent any one weapon type from feeling weak. Then there are the legendary weapons. These just need a complete and thorough rebalancing so that each legendary weapon is roughly as strong as another, making it less about finding one that's actually good and more about finding one that fits your preferences. This will reduce required grinding in the late game since you'll only need to find 1 or 2 legendary weapons to get up to the power level you need to be at, instead of... however many you need to find on average now. Further, legendary weapons will still be interesting to receive due to their differing characteristics, but won't be required to get through late game content comfortably. The issue with increasing enemy damage in a shooter tho is that you get melted in ways that are mostly unavoidable, it's something games can't figure out for some reason, dark souls makes things harder but you can always avoid it and so it feels fair because there is a counter, most games that people consider fair follow similar rules, there should always be a counter A shooter enabling one shots or near one shots by aimbot unavoidable attacks doesn't make things more difficult it just makes the game more annoying and make you play like a loser by hiding and abusing the dumb ai somehow so I don't think that's as good of a fix as you think it is, and that's another reason why I don't like a lot of these "hardcore" mods like this one. Also ruins melee combat although lets be honest its horrible in pretty much all of Bethesdas games anyway The way to actually fix this would probably be to change the enemies in a more dynamic way, such as increasing the amount of enemies the higher your level or giving them better weapons, and armor, pair that with a system where the armor they wear can be broken and things would be a lot better than these mods that just make you die in 2 shots and makes every enemy die in 1 headshot could ever do but that's not as easy to implement unfortunately, its probably even more frustrating with Bethesdas horrible design for modders but if anyone were to do it id use the tier system So make it where at higher levels enemies spawn more higher tier ones like legendaries and such like thwy kinda already do but actually change them in meaningful ways like adding armor and pair that with systems like direct hit (?) and that would be a million times better. Another thing is more dynamic ways to counter enemies i think dismemberment helps a lot although its not the most ideal fix it is an easy way to get around the systems already there and make it to where with harder enemies you can slow them down or disable them without immediately killing them outright

Brandy, please look into mod called "unique uniques". It removes legendary perk of a weapon and gives weapon a unique modification with it own perk. Like overseer's guardian get "More damage inside building, less damage outside" in unique stock.

You compared two starting area enemies to a legendary enemy at the start of the video. Starting area enemies have an extremely small amount of health so that new players aren't immediately overwhelmed.

I remember seeing your health overhaul while checking out recent mods: How compatible is this setup with energy weapon mods like the Break Action Laser, Plasrail, LAER, Zap Gun, and so on? I'm definitely thinking about trying something like this when I eventually change up my load order: I never got so far in the game that humans became nearly invincible, but I definitely feel that wasteland beasts such as Deathclaws and Behemoths need their old strength back so they actually feel like a threat.

In fairness I think the points at the start are still valid even for someone who loves RPGs. I am very, very happy to have totally unrealistic combat stuff in my fallout games, and I love fallout 4, but the bullet sponge issue is very real.

Brutal doom mod has a new difficulty called "realistic mode". It basically just makes all weapons more powerful. You no longer can use rocket launcher in close encounters because it does frag things. It's a ton of fun, but you have to have really great skills since you can't just stand while shotgunners shoot at you. You have to take cover, throw grenades in advance and so on. The complete opposite of bullet sponge.

Better Locational Damage seemed to do most or all the things you mentioned regarding more realistic bullets damage to heads and body. I think this mod even allows players to set certain things regarding NPC behavior like having a chance at using healing items at low health, or retreating to find cover and heal.

Did the same thing when I played fallout 4 years ago that basically turned it into STALKER with a fallout coat of paint. Made the game probably one of the most fun games I've played in a long time, balanced the guns manually based on barrel length/calibre/a little bit of firerate. Definitely worth it.

5:43 my first play though had a legendary super mutant overlord with a minigun that causes bleed. I had max lvl medic and I still had to down 20+ stims to counter the bleed damage

A problem I see with this is with non human enemies/enemies that cannot wield guns. They are severely underpowered now, and I don’t see them being nearly as fearsome. No idea how you would balance this, as the only way I see without a complete AI overhaul is increasing their health, which is exactly the opposite of what we want to accomplish.

6:49 I actually really like that it doesn't remove those, it makes the feel more like the Uniques of games past. Which was a good and fun system, giving guns that were stronger, and unique, but not completely broken.

I once found the explosive minigun there was just one problem. Bobby No-nose took it before I could. At the end of the quest there was something awesome about being on the wrong end of that and I had to get out of my comfort zone by prefornothe shady sands shuffle with a cryo-grenade.

The only critique I have is that now all melee weapons feel worthless, maybe when you can’t always find ammo but the second you have decent pistol ammo it gets outclassed in an instant.

My biggest issue with realism lies within the AI. Specifically in vanilla, you are designed to overpower basic human enemies at all points in the game (for the most part) yet raiders, gunners, etc. never give up and cease aggro. You'll never clear out an entire building, get to the top floor, and find one or two remaining people cowering in the corner, begging for mercy after they heard you wipe out their entire encampment down below lol The humanity of synths is a major plot point in the story, yet you're just out here mowing down ACTUAL humans all no thoughts, head empty. Like, imagine if you had the option to take mercy on random raiders, gunners, etc. or just flat out execute them anyway after they wave the figurative white flag? It leaves a lot open for companion reactions to such behavior (if you play with companions ofc). As for what happens to those who give up, who knows? Some of them would probably join up with other encampments of their respective groups and continue living as they used to, others might choose to side with you after such a display of power (as seems to be the case especially with raiders & their hierarchies) and could become settlers. I don't really care, it just drives me nuts that they all go down swinging, because if I were there, I'd be pissing, shitting, and crying in the corner or at LEAST trying to RUN THE FUCK AWAY after witnessing the decimation of everyone I'd been working with up until that point. Do raiders and gunners just not have kids or families they care about? For a game that's so heavy on moral choices and the humanity of the spawn of the wasteland, we sure don't see a lot of examples in humans. We see ghouls, synths, and, to a lesser extent, super mutants all get a humanizing moment (Virgil, Goodneighbor, the Slog, Nick Valentine, Danse, etc. etc.). I will say, the logistics are the main thing preventing stuff like this from being implemented, but we have mfers like you out here balancing the ENTIRE GAME SYSTEM, so I don't see why it's that far of a leap to think that it could be done. EDIT: I know we have ex-gunner MacCready and the entirety of Nuka World for moments with gunners/raiders to show they aren't ALL sub-human scum or whatever. But yeah, it's just crazy because it's like... Does no one else in the Wasteland value their goddamn lives/have families they want to go home to? lol

Yeah If i was to do the balancing - I wouldn't just straight up copy borderlands - However I would add a farming method - Legendary mods - They had the system down to add mods to weapons and armor - yet they barely utilized it, the more I play this game, the more I want to go back to borderlands and farm legendaries from respawn bosses/enemies - At least that way I know at the end of my farm I have the specific weapon I was looking for.

There is at least one legendary wrapon that has lore behind it. Its a 10mm you find in a bunker somewhere. I cant remember if its neverending or plasma infused, but theres a ton of research notes in said bunker to go along with it. Not sure if there are other legendaries like that though.

I think a good adjustment would be changing the rarity of some ammo so that high caliber is more rare and small caliber is less rare to incentive players into not using only high caliber weapons

they'd still use high caliber weapons. they'd just need to farm for ammo more. i mean, not like fatman only runs aren't done just because ammo is scarce or something... and a gauss rifle being hard to find ammo, doesn't mean much if you can one shot the commonwealth with a sneak sniper build, something you can't really do with a 10mm without getting caught.

@@cameronchase4071 unless you think every single possible run has to be survival, why would this matter? do a fatman run outside of survival. same with 'i'm maining an explosive shotgun' ish runs. besides, it's fairly safe. just don't use the mirv. also take gun bashing, and use power armor with explosives resistance. if they're not 50 meters away, don't fire. and there's beds in basically every area.

@@cameronchase4071 kinda thinking of doing it too, now. went over the details to talk about it without relying on just memory, and had a sorta failed heavy weapon idea recently anyway. i would not suggest doing this on survival, again. taking double damage, as well as weight, makes it more prohibitive than most other runs, as 12 pounds of ammo per 'encounter' is pretty heavy. want to do a heavy weapon survival run, the modified bowling balls on the two shot fat man, the instigating harpoon gun with flechette rounds, so you can recover more ammo than you spend, typically, or the gatling laser with charging barrels, are fantastic runs but, with power armor, avoiding taking damage perks, you can tank some hits, sure. for myself, i'm thinking of a sneak/crit setup - str enough for strong back, end enough for adamantium skeleton, and just more health overall, cha for lone wanderer (only take rank 2 - 30% damage reduction, but rank 3 includes a damage boost), agi to 7 for ninja and luck to 8 for grim reaper's sprint the idea is, avoid 'general' damage boosts, so the fat man doesn't overwhelm your defenses too much. with like high end x-01 power armor with explosive resist, you should be pretty damn safe, but until then it'd be too risky. so, how to eke out that extra damage when needed? when it's safe, sneak/crits. additionally, iirc damage is reduced in vats so you should be able to let loose close range blasts and take less damage in vats. grim reaper's sprint can aid in keeping the ap to potentially do this in succession if required, but usually you'd want to group foes before going all mutant suicider on them... requires 4-5 more stats than base, but you're also skipping a lot of stuff, so you should have the points pretty easily. might also be a good idea to use jet - chemist is sadly like 8 levels away, but if you can group foes together in a pack, use jet, GTFO of the area, then launch a mini nuke, could avoid damage even in some close quarters areas.

Almost perfect. Since you can decimate mutants in 1-2 headshots from long distance, you can give them extra-sensory abilities, so they can sus you out from further away. This forces you to become a true sniper, or clutch shots as the mutant is charging at you.

Don't forget to add the durable vertibird mod. I put it at max for a proper challenge. Just be aware, the explosive minigun mod can cause crashes around concord, especially if you didn't complete the Minutemen quest there. It's been years since I played that mod so maybe author has a patch.

Survival difficulty is by far the best way to play the game ammo has weight so do consumables play healing items have detriments along with healing you enemies have very little health as so do you you need to keep track of food sleep and water plus the lack of saving on a whim is very tense

As I've gotten older, bought my own guns, reload my own ammo, and do long range shooting out to 1,000 yards, I have been losing interest in shooting games, because the guns in them are so unrealistic, and that's deeply immersion-breaking. Guns are not supposed to be "fair" or "balanced," they are supposed to be ergonomic and intuitive to the user, while being very capable in the task it was meant to complete within the limitations of the platform. Also, 10mm center mass without proper armor is pretty much a guaranteed kill on most people and even big game animals. People poke fun at .40S&W because it's the "short and weak" version of 10mm, but that's kinda absurd when you consider the cartridge fucks shit up more than 9mm or .45ACP (don't let a Boomer hear you say that, though). Point is, plenty of cartridges do a lot of damage, even if there's a more powerful variant. Mass and velocity are also only a part of the equation. Different bullet types can dramatically change the behavior of the round on target. For example, the softness of the bullet makes a huge difference. A hard/dense bullet will perform well at closer range while it still has high velocity, as it will mushroom out and retain its mass, but if you make a hit at long range, the bullet lacks the velocity to properly expand, which dumps less energy, and may just pass through the target doing minimal damage. Meanwhile, a softer round at long range will more easily mushroom out and dump its energy upon impact, but at close range, the high velocity can cause expansion so rapid that it effectively "blows up" near the surface, which will definitely maim soft tissue, but it is more likely to fail to penetrate deep enough, and/or fragment so much that the permanent wound channel isn't wide and deep enough to cause an immediate stop to the person or creature. The shape of the bullet also matters A LOT, especially over long range, and extra especially when transitioning from supersonic to subsonic velocity (some shapes better resist tumbling as it hits the sound barrier). Drag coefficient plays a huge roll in long range shooting. However, when shooting in thick, overgrown woods/jungle, you're better off with a lower drag coefficient bullet with a flat nose, heavy weight, and relatively slower speed, as they break through small branches better than higher drag coefficient "pointy" and fast bullets, as that shape is more likely to divert course and/or tumble shooting through brush/overgrowth. There really is so much to consider, so I see why developers take the more game-ified route. Part of it is also processing demand. The more you try to simulate real ballistics, especially with high fire rates, the more computationally demanding the game becomes. I think your system is probably good enough. Also, suppressors should not reduce the range and damage, UNLESS it's implied subsonic ammo is being used, and the non-suppressed variant is using supersonic rounds. This is one of those cases where .45ACP DOESN'T suck absolute ass, as it's one of those cartridges that is great for running suppressed out of a pistol length barrel. Anyway, rant over. Good video, and I totally agree the vanilla game's balancing sucks ass.

Either my game is broken or somehow the gunner you spawned in was scaled to a ridiculous degree, but i always felt like legendary enemies had too LITTLE health, even on very hard. I'm usually able to take out any legendary human enemy in 30 or fewer shots from the Deliverer, minimal pistol perks, average mods, not even using VATS. I think the big part of the formula you're missing is skill or perk requirements to use weapons. A heavier recoiling rifle like a .50BMG should require much more experience with Rifles than a .22. This gives you a reason to actually invest in Skills or Perks that aren't just dumb damage multipliers, to unlock using different weapons. Also lets you gate the extremely strong heavy weapons and explosives behind some skill investment.

@@lsswappedcessna I believe new vegas just had simple SPECIAL stat requirements for weapons. Try to use an AMR without 8 strength and you'll suffer the consequences

I now play with your mods on survival mode. It is nerve-racking but so rewarding killing enemies with one shot but also dying from one shot. It makes the game feel a lot more serious. In combination with EBT Standard, gore mods and realistic weapon packs + sounds....incredible! I'm literally shitting myself going anywhere! In combination with the survival mechanics constantly being hungry, thirsty and tired it really feels like the post apokalypse instead of a goofy fun game. In contrast to all the complainers I think you did a great job!

It is, I paired it with SKK Dynamic Damage Manager and I tweaked some settings and capped my level to 50. The game is so balanced, it’d make Thanos blush.

As someone with (a regrettable) 1000 hours in fallout 76 I can say that 76 has some of the worst bullet sponges for enemies in any game I’ve ever played and Bethesdas only solution for this massive problem is to just add in stronger weapons rather than fix current ones or make players weaker (which doesn’t fix anything)

Yeah I mean I like a decent chunk of his content but this is definitely one video where I disagree with him, he acts as if Fallout 4 with it's cartoonish 50s era aesthetic is meant to be played like fucking Call of Duty or Escape from Tarkov even though he ADMITS in one or two of his other videos that Fallout 4 is meant to have a goofy 50s era aesthetic.

At the beginning I was fully on board. When he capped player and npc human health at the same amount, I thought player should be slightly higher but whatever. Then when he called rpg damage boosts stupid and unrealistic, along with I swear increasing how often he mentioned his desire for realism and perfect balance, I started to question whether this was a troll video. He redeemed himself slightly with the 3/NV-like skill & perk system, but you do know that those games had perks that just gave flat damage bonusses to certain guns right?

It's also funny how he first show damage done by first gun you are able to get and then hunting rifle that have balanced really terrible on vanilla game, like it does same amount damage than fully automatic handmade rifle. And when we are talking to abaout modding fallout most of us will replace those vanilla guns anyways. So lets say we have modded automatic weapon that does 150dmg with via all perks and we are playing on very hard where our gun does 50% less damage so we are doing 75dmg per hit so we need to hit 18 bullets to kill that guy and when have gun that fires something between 600-1000 rounds per minute we need 2 seconds or less to kill that guy.

I confess, when I started the video, I was already wondering 'what's now?' Once again, I was not disappointed, although I already use the mods mentioned. At least Scourge and True Damage. MAIM was now 'only' mentioned in the comments, but... I find, as a supplement to the two mentioned above, yet very fitting. Hardcore Health Overhaul I will perhaps take a look at. If it can be played together with TD and Maim. Better, I suspect, than digging through Scourge and making any adjustments there. (Which I've never done before! xD).

Uh, thanks, but no thanks. Legendaries serve a role in defining builds. In past games, they had skills/perks/traits. Fo4 is perks/legendaries. You can’t gut legendaries. Makes no sense. I’ve played with “realistic” health pools. Boring. Everyone is a glass cannon. For the entire game. And yeah, bullet sponges are fun.

Saying that game balancing is actually easy and devs are just terrible at it is pretty bold. But then revealing you manually edited every enemies stats is such a massive power move. One of the greatest examples of "If you want something done right, do it yourself" and "Fine, I'll do it myself" that I have ever seen.
