Good information but when you say you have candidates for them, how are yo having candidates for them, if you have not posted their job yet? are you looking at their job post and post and then posting it yourself and then getting your candidates that way?

No. If you say "Hi, I'm John Jacob Jinglheimer Schmidt, the President of Fast Staff," you've already screwed the pooch. Why? Because you've both implicitly and explicitly devalued your company. A president would only direct email someone if they were the only employee of a staffing company. It's kind of like standing outside a fort armed with a hundred RPGs and saying "Hey, it's just me and I'm callin you out guys!" But yeah, in a happy friendly way.
