His stand has a time limit, the joke before where he was like "I can only ratio 1 at a time, but eventually 10 blah blah blah" is a reference to how he increases the time limit of this stand by drinking blood. This is the reason he didn't get Jotaro. 2. Another reason is because he wants to test Jotaro's stand, and end the joestar bloodline without just cheesing them. He thinks he's superior in every way so he wants to play with them a bit. 3. They aren't zombies, more like ghouls. Like a middle between alive and vampire.

I'll keep his stand summary and power brief, his stand known as "The World" has the ability to stop time and the more he uses its ability, the longer he can freeze time. DIO was capable of stopping 9 seconds, being that he was a Vampire he could've spammed the ability so much he could've had it stop a year worth of time and possibly longer.

To explain a little bit the stair bit essentially what was happening is everytime dude took the first step Dio would freeze time, pick up Polnareff body, put him back at the bottom of the steps, sit back down in his chair at the top of the stairs, & finally unfreeze time. Meaning he did this shit at least 30 different times showing the audience he's so powerful the crew can't even take the literal & metaphorical first step to beating him.

So basically, the running theory to Time Stop and how it all works is this; Time Stop is the ability to move faster than light, and anything attached to the user/stand is moving that fast. We see earlier in the story that there are a pair of bothers with similar stands, both of them let them steal your soul, but only if they beat you in a game of their choosing. There are differences, but broadly, they are the same. Similarly, The World (Dio) and Star Platinum (Jotaro) are basically completely identical, as their main ability is to be accurate, fast, and powerful, at the cost of having a small combat-range. The actual use of Time Stop is kinda like running REALLY fast and hard. Like, at your maximum. It takes a lot of energy to do it, and you can only do it for a little bit. But since Dio is a Vampire, the more blood he drinks, and especially the more blood he drinks of the Jostars(Because he stole Johnathans body), the more “at max power” he is. So, theoretically, the more blood he drinks and the more he practices, he can technically have infinite sprinting stamina, and therefore infinite Time Stop. However, Dio had JUST discovered his ability. At first, it was just to test if his stand could block buckshot. But then he, trying his hardest, accidentally stopped time, and went; “oh shit, let’s see where this goes.” The only reason Jotaro didn’t know he could do it before hand is because he acted so aloof and because he didn’t really think anyone was worth giving 120% to until Dio. It was only when Dio stopped time, that Jotaro thinks “can I do that too?” And so throughout the fight, he unlocks the ability, and he goes from doing a single punch, to a barage, to a solid 5 seconds, which is how Jotaro Kills Dio, by having Dio run out his 9 seconds in Timestop, and then using it around second 7, so that he would have 3 seconds to escape and fuck his shit up. That’s the basic explanation. By this logic, any stand that is close range, super strong, super fast, and super accurate, that doesn’t have any ability besides that, CAN use Time Stop. But since every Stand in the future DOES have their own ability, it’s basically only Jotaro’s thing.

Dio freezes time for 9 secs. Has to turn it off then on again gor another 9 secs. Jotaro was counting and figured out how long had passed and when Dio dropped his time freeze to reset. Jotaro used that window to activate his own time freeze.

It's not really that much of a mystery if you recognize how stands work. Stands gain and lose strength depending on the willpower and mental fortitude of the user as it is literally a "Fighting Spirit". At that time DIO was frightened by Jotaro stopping time and breaking his legs, he was Panicking. Whereas Jotaro was more mentally focused than ever before, meaning in a duel with equal strength the one who wavers loses.

To explain how jotaro learned the technique, Star Platinum and The world are effectively the same stand. Its not unheard of, theres an entire familt that all have the same stand with different variants of the same abolity. And to explain how jotaro won, DIO didn’t realize when his stopped time ended, cause Jotaro activated his right as DIO’s ended. People with the same anility (The World’s ability to stop time specifically) can perceive and even move dueing someone else’s stopped time (to a limited degree.)
