Going by the video "A Bomberman Journey" it's more of a PSA featuring Bomberman instead of a Bomberman OVA It's about an earthquake that hit japan around the time SBM2 or 3 came out and is based off of a real event about a girl who helped her deaf parents through it (probably missing somethings but that's the general idea)

Oh, I recall someone translated this part before. Those first few segments are kinda like standalone 4koma. In that one, Pretty Bomber gives Shirobom a "present". Shirobom/Bomberman accuses her of planting a bomb in it, and she pulls a stereotypically feminine "How could you accuse me of that?" emotional swing to make him fall for the ruse, whereupon she detonates the bomb inside the present. In the specific timestamp you're showing, he's saying "Gomen"/"Sorry" which is basically the point where he accepts the bait.

I think that may had been an intentional design choice by Hudson Soft for the PC-Engine/Super/Mega Bomberman era. It goes well with the CRT monitor head, and it's the design most people associate with Bomberman, since it is associated with Bomberman's best or most experimental game entries and his golden age. Even the redesigns afterward, like Bomberman Jetters oval heads or Super Bomberman R's tall lanky variants, are based on variating the Super Bomberman design.

Bomberman's voice is probably intentionally modeled after Doraemon, considering both are meant to be futuristic robots with not-quite-human-child builds. Klonoa, though.... I didn't quite notice that before. I think Bomberman sounds quite a bit like Sasuke from the N64 Goemon games, though, which is interesting considering Hudson Soft and Konami's future relationship.

Mario G Hernandez the scenes are disconnected sketches modeled after 4koma-style manga, shiftibg from comedy at the start to being basically an earthquake/emergency PSA. The contents edited out are a story of a family caught in an earthquake disaster that has very little connection to Bomberman other than some forced-in references and these moments.
