The reason behind Victoria Nuemann's invulnerability; most of the supes in "The Boy's" world (tv version) get super strength, healing factor and/or bulletproof as a side effect of compound V but some of them also get additional, individual powers on top of that due to Voight scientists modifications to the serum. In the comics, Billy and the team all took a basic version of the serum that just gave them all super strength and a healing factor because Billy hating anything super beyond that; no flying, costumes, laser vision, etc. Notice that Starlight, A-Train, Black Noir, those kids at Godolkin Uni, etc are all super strong, heal fast after taking serious damage but have different "main" powers. Remember, Starlight can shoot lasers but was also lifting cars and punching solid walls as workouts before joining the 7 and A-Train was training for a race by pulling a train engine. I think Homelander and Ryan are different because they were born that way instead of being given the serum as babies.

The Russians tried to figure it out with experiments on Soldier Boy but couldn't figure it out either so put him on ice. That's the problem, they still don't know what they are dealing with by making these people. They shoot em' up with that stuff as babies then just wait to see what happens. It's all just a crap shoot which is why they are so regulated, capitalized and controlled at that college and in those labs and sanitoriums. Vought is just throwing that shit up against the walls to see what happens. Homelander is what they hoped for but didn't know how really to deal with.

I don't think they're necessarily adding powers. Some supes already have increased superhuman strength and some invulnerability on top of their special power. Starlight has taken a bullet to the chest from Butcher in season 1. She also has super strength. Translucent has diamond skin on top of invisibility. Hughie had some super strength on top of his teleporting powers. It's just luck of the draw. I guess it just varies case to case to what degrees their base super strength and invulnerability differ.
