The plumber cannot charge higher because the plumber will not be able to compete with other plumber-prices. It also has to do with the job, the actor is more valuable skill-wise because being a plumber is an easy to learn job, while being an actor takes in account the environment you were raised up in. That is why the rich get richer, simply because they are paid more at an accepted rate. That's how capitalism works, and it seems fair to me. If we didn't want actors, then directors wouldn't pay for them. If we wanted more plumbers, then we would be willing to pay more for them.
