I remember being pissed at Bulbasaur for not evolving in that episode, but later always appreciated it for keeping Ash's team functional as a workhorse in Johto. Ofc, it never really reached the same height as Ash's Charizard.

Something that is brought up in the manga source material but isn't brought up in the anime is pokemon can go through a personality change upon evolution. While they keep their memories they essentially can become different entities. Whether this is due to the needs of their new form or a Doctor Who like regeneration is unclear. However what we can surmise is that some pokemon fear evolution as an unknown and that while their body may be physically ready, mentally they are not. Also of note should be the Pokedex that mention that some pokemon go through mandatory personality shifts upon their evolution. Mega pokemon and pokemon such as Haxorus, Charizard and Blastoise being most notable. Remember none of this is really touched upon in the anime. So for some pokemon going through an evolutionary change that will force a mental and personality change...you can see why if they are loyal to their trainers and are enjoying life as is...being forced to see life through a different perspective and to have different needs...may not be worth it
