You can decide. In the beta there are some free units, a rotating cast of additional free units, and then you buy units permanently with grindable currency.

point of the game is primarily army production, the only building you have is an expansion core otherwise you have 2 static defense options but those are counted as units you have to pick for your deck, interesting thing about them though is that they are not counted to your unitcap
