To be honest, I'm not too sure about that. Part of what made Ledgers Joker so scary and effective was that we didn't know a lot about him, he was always lurking but we didn't know what to expect from him because he was not a real person, so the viewer wasn't able to anticipate his next move. Focusing more on him would actually weaken the character in my option, rather than improving it.
