He sees his son before him, Guilliman the one who built a paradise in Ultramar being dragged away by the custodes as he shouts that single question. "WILL YOU SAY NOTHING FATHER!" The Emperor always knew the dream was a lie, that reality had become a nightmare beyond imagining but here before him stood something the galaxy had not seen in millennium, since he was put on this cursed golden chair: hope. His son had returned, and with him hope may return to the galaxy with him. All Guilliman needed was the proper motivation. So the Emperor focused all the will he could to say six words with such conviction and power they seep into the very soul of a Primarch. "Only in death does duty end."

The Recent Lion Book makes it so much worse. The Lion can make personal Warp Travel by crossing over into a Warp copy of his home planet. There he can talk with a warp representation the Emperor, though he doesn’t recognize him as the Emperor. He can’t speak to Lion because “The Lion hasn’t asked the right question” The Emperor is also hounded by the shadow of the Chaos Gods, one wrong step and they’d tear him to pieces. When the Lion asked “how can I heal you?” The Emperor looked angry and disappointed and the Lion was nearly killed by the Chaos Gods before Big E teleported him to safety. The Chaos Gods want The Emperor to be healed because once he can free himself from the Throne they can finally touch him again. He’s held prisoner by duty and necessity to the Golden Throne.

I am not sure that Magnus could have done it. The Emperor actually tried to fix Angron and couldn't. In Master of Mankind, there is a flashback from Arkhan Land's perspective, where Land goes to one of the Emperor's labs and is asked by the Emperor to examine Angron's Butcher's Nails. Essentially, the Emperor asked Land if He missed anything. Land essentially says that what happened to Angron is unfixable, confirming the Emperor's opinion.

Leman Russ would be my favorite Primarch. In my presentation of the cannon (for RPGs like Dark Heresy), the 11th Primarch had a whole STC suffused into his being, however it was modified by The Emperor beforehand to have all the information involving AI removed, and the Primarch could only access the information while in that Space marine coma they have for severe injuries. The reason why The Emperor erased Primarch 11 was because the Primarch was caught trying to create an organic hard drive using psyker brains so he could upload a copy of his suffused STC that he could access while conscious.
