However, universe 12 and 13 got wished back as well. The two universes that Zeno deleted before. Or at least I think so.

So I'm not sure if anyone covered this in a review of this episode, but I think ultra instinct was not powers of all the other angels, but instead powers of the high priest. Think about it Zeno said he would destroy everything if a bad wish was made, and the angels knew of ultra instinct but dint seem to be in the loop. Even wis who loved the fact that he went ultra insctinct, didnt seem to be involved. Plus had any other wish been made let's say by universe 9, they would have wished back all universes except 7. With that in mind the wish still would have been filled with spite and Zeno would have destroyed everything. So the high priest gave energy to goku to let universe 7 win, the universe that mainly planned to set everything straight from the beginning. I mean all goku wanted to do was prove he was the best. All of the other universes would have been revived if goku had won, so the high priest gave him energy to win. There was only one major problem; he didn't give him enough and jiren had so much more energy that he had originally thought. So that's my theory. What do you think?
