Because there were no stars yet. If I'm not too mistaken and in VERY layman's terms, the first light came from the heat of the particles making them radiate, as the universe expanded and cooled, the previously opaque ionized gass became transparent letting the remaining unabsorbed photons disperse which then became the CMB. After that there was no light cause there were no stars yet, and the particles were not hot enough to radiate photons anymore, so it took millions of years for there to be light again once the first stars were born

Light decoupled from matter and was able to travel through space freely without being absorbed by matter. This made the universe dark and transparent ever since. That’s what they mean by that
