My theory/head canon on why the first game looks like they’re in 1951 and the 2nd looks modern is that the people of Vigrid have a sort of Amish code. And that Enzo and Luka just likes old cars. This also takes place in the 90s while Bayonetta 2 is early 2000s I’m guessing.
