Couple things; Bucky was the one who orchestrated the breakout of Zemo. Ol Buck has regained all his memories by now (not confirmed, I don’t think) and probably had no problem thinking up a plan to get in out. A lot of people forget that Bucky was the one who trained most of the Red Room initiatives in whatever alternate timeline. Natasha has a flashback in Age of Ultron that shows her being trained by a man with Buckys resemblance behind her. So the MCU has kinda already hinted at it. Bucky I think knew that Zemo could screw them over and also knew that Wakanda would know that Zemo got free (I believe Wakanda has the power to know when business about Wakanda is occuring; don’t know much about that to know the deets) and Wakanda would come for Zemo. He has a contingency plan. Also not sure if you notice, but Bucky can lie like the Winter Soldier, but Buckys face always twitches whenever he does. His eyes don’t change, just a nervous tick of the nose, or cheek. Happened once in Ep 1 when he was talking to the therapist about his amends with Senator Atwood. And then again two other times (details elude me) THIS is just my theory, but I think maybe Buck can switch Bucky off and turn Winter Soldier on at will. I also think the Madripoor fight sequence he was checking his punches and trying not to really really hurt anyone. The arm was whirring like crazy (yes okay first time we are seeing on screen in detail the Wakanda arm given to him so maybe it works different) . I swear I’m shutting up now LOL

I can't see that. Zemo wants to get rid of powers, not hand them out to people. I guess he could be giving them out to use those people as examples of why powers are bad? If we assume that the Power Broker is someone we've already seen, my money is on Sharon. And I really hope I'm wrong about that. THEORY: Bucky broke Zemo out for two reasons. One: the obvious serum mission. Two: secretly, he’s busted Zemo out for the Wakandans because the UN wouldn’t allow them to serve him justice and let’s be honest, Bucky probably only has true allegiance to Wakanda at this point for several reasons.
