You can watch comic historian on the Reverse Flash or just watch Goku Black vs Reverse Flash it explains the story how he became like that. He’s really just petty and cruel as humanly possible, living paradox meaning he can’t die he’s effectively immortal. Also all of his time shattering threats were just so he can spend time with his hero Barry which is really sad and his costume says it all he never wanted to be reverse flash he wanted to be the Kid Flash he just wanted to be by Barry’s side. Barry forgave him and then reseted his timeline.

Not to mention he’s one of the most powerful flashes ever. Like living paradox he’s effectively immortal so he can killed it’s just he will be reborn, defeated all members in the flash family simultaneously, can hang and is equal to Barry and Wally West flash, tanked an infinite mass punch from Wally and just took a nap. Not to mention with his negative speed force and living paradox time traveling back in time isn’t problem for him. For the positive speedforce flashes like Barry it is.
