I'm not sure that it would be unlawful, but filming is allowed if you get written permission. That makes it subjective to the opinion of the Centre Manager and as such means that the policy can be challenged in law. It also makes a mockery of the excuse that there are possibly vulnerable people who would not want to be filmed.

@@dazuk1969 The question to ask is not can I film them, it's should I film them. Vulnerable people are unlikely to strole up and ask to be removed. In my considerable experience they have low self esteem and confidence and very often mental health issues.

If you walk down the high street I guarantee you are on at least a hundred cameras. In this instance in the Guildhall vulnerable people are being filmed inside by about 10...or more different cameras inside....is that ok ?. You also need to define what vulnerable means and how do you know ?. I have sat in council premises and I an not vulnerable. Again, AB is quite sensitive to these matters.

True Northampton story: I lived there all my life until 2006. But in 2004 I deregistered for VAT. I was told by Northampton tax office I would be sent a final notice along with either a cheque if they owe me or an invoice for anything I might owe them. Seven days later I received an invoice for zero! 🤔 Thinking this was quite funny and an obvious mistake I telephoned the tax office to ask if I just ignore the invoice! After being passed around every head of department I was told there was nothing else for it... I had to send a cheque for zero within the next thirty days or I would face a fine including a percentage of the 'debt'! 🤔 I sent them a cheque FOR ZERO and best of all they sent me a receipt for receiving 'nothing in full' which I have framed on my office wall. Northampton was always like this... However, this was good preparation for living in France where I am now. Which in all fairness makes the Northampton tax office seem normal.👍😂

I 100% agree but I do know of one circumstance where it makes sense for people to consider their actions regarding cameras. A few years ago my wife accompanied by our young daughter, went with a friend who’d been abused and threatened by her ex-husband, to a refuge recommended place of safety to await police. This was also in a similar council building with a police help phone point rather than a dedicated police reception. A guy already sat there noticed she was crying and started videoing them all on his phone whilst loudly and falsely claiming it was the housing staff who had injured her. He refused to stop recording them up close even when asked by my wife and staff and then followed my wife with pushchair back to our private car in the adjacent car park. It shook up my wife so much that we had to change that car® afterwards. Never did find out who he was but imagine that it may have been posted on social media or on KZbin to intimidate them.

Many years ago a bloke I worked with at British Timken had trouble with this Council after they billed him for repairs done on storm water pipes under the footpath outside his home. The damage was caused by vehicles parking on the footpath and so he pointed out that he had not caused the damage and should not have to pay.... Eventually he could see that they would punish him so he bought a large block of concrete, wrote a cheque on the cement, attached a stamp duty stamp and wheeled it into the Council with the local media filming the event.

@@tonyb1223 All that relates to PRIVATE businesses. The public is the one paying for public buildings, thus have a full right to check on how it's money being used. Also, a policy in a PUBLIC building restrics only the employees of the building, and even then, it has to be legal, with a law or statute backing it up. A policy or sign, with no law to back it up is just that - illegal. What if they had a policy that only men, or people of certain color can enter? Public building BELONGS to the tax payers, and can not be restricted by policy.

Well, if I recall, Northamptonshire is known for its police service that, upon learning of failing grades by the national auditor, actually designed, choreographed, and published a 'we ain't that bad' movie to the public to dampen the sting of the report of its failure. Pretty much the institutional equivalent of a politician caught with his pants down with not-his-wife toiling to stop publication and release of the photos at any cost whilst drumming up his 'track record of good deeds' as a backup to offset the negative press.

@@7king8debs79 Actually it does, the copper has his private personal information as part of his job (which he actually shouldn't have access too unless he's been the officer involved in a crime with that person), the officer is therefore a data handler and has just released that data to everyone within earshot WITHOUT a crime taking place, it's no different to the officer releasing his bodycam footage to the public rather than logging it in to the data recording system.

@@peesib @peesib not letting someone into a police station in need. I personally think it's a big issue as the security should not be the authority to dictate entry into the police building. Yes there is a lot more discussing behaviour in video but that doesn't make this any more justified. So yes there is a need to change this behaviour.
