I noticed a distinct lack of New Vegas hollow rocks in this, but I guess it's because there is a plot-line going on here. They don't really have any personalized messages in there, like "Take care of yourself out there dearie, signed Momma.", mostly like .22 rounds and egg-timers. These kind of hiding spots for keys should be more frequent to cater to people, who don't get 100 lock pick out of the gate and wanna be more immersed in the gameworld.

The first note feels like E wants to stay under the radar and their agreement was secret. If S worked for E like you suggested, there would be no need for this a hollowed out rock, S could just pick up the gear at E's base. I noticed the supplies are all stuff Talon Company has access to, so maybe E works for them. Their friend S talked them into pilfering some Company supplies for a nice payout and E doesn't want their association known to avoid word getting back to the Company. After Fallout 3, the slaver S fled the Capital Wasteland. The Talon Company endured, but eventually E had enough and moved on, maybe became a wandering trader. Eventually both ended up in the Commonwealth and met up.

Allow me to elaborate on a more likely scenario. - "E" being a town makes no sense. The F4 letter says, "Sorry _I_ missed you. Here is the gear _I_ scrounged up." That's singular, using a personal possessive word. A town would say, "we." - Second, you don't need a stealth boy _and_ a sniper rifle to hunt humans. The whole point of the sniper rifle is to shoot from far enough away to not be seen in the first place, which negates the stealth boy. It's more sensible that the stealth boy was to get in, or out, of somewhere (read more below) that had guards, where Sam would need to sneak in to get the kill, or out afterwards. - Lastly, the ammo in the sniper rifle, .308, is _not_ small arms fire. It is _very_ prone to killing humans, and would absolutely obliterate children. I would more likely conclude S was going to kill the jailed behemoth, at Euology's request, because the Behemoth would eat humans, Euology's commodity. That would definitely be a "high value target" that would require a powerful rifle, and a stealthy escape from all of the raiders around.

I always got the vibe that it was something like two friends or relatives leaving gear for each other. While the Sam Warrick theory is nice, I don't think it actually lines up that well, the hollowed out rock is just one of over like 40 locations where you can encounter him (every type B location) and Sam Warrick appears to be on the older side, the whole thing about, "If anyone asks where you got it -- say it was a gift from your grandma." think doesn't really make sense for him. It seems like something someone who is very friendly with the other would say and would fit better if S was a younger character. Honestly, I'm pretty certain that this isn't supposed to be any characters we have actually seen.

My only two cents on the hunting people theory is that it would be unwise to use a high powered rifle to bring down people. It would be better to use a .22 or smaller caliber rifle. Or else you are going to blow off someone’s limbs and bleed them out. It would be very dim witted, so I would lean more toward the bringing back a fight for the behemoth. Also, we’ve seen in various games now that raiders live watching stuff fight. It’s a recurring theme now
