I think realistically, Captain 3, Agent 8, or Marina would win. Because they're the two strongest agents and Marina invented most of the octo technology she could probably set crazy trap and stuff.

Most people (I think) would consider Neo 3 weaker than Captain 3 and 8 but Neo 3 couldn't fight Mr. Grizz without smallfry so we can safely say that Mr. Grizz is stronger and them, other agents we can't know for sure, right? Octavio would normally have the army, but since you put octocopter and octobomber I would assume they wouldn't be working together so any fights would be 1v1s. Marina and 8 would also know almost every weakness since they helped build and use it.
