FEDRA actually also exist in real life as the Federal Emergency Management Agency (FEMA), so if something like this were to happen, then FEMA would take over the entire country and declared martial law.

Bill and Frank are in the game and they were gay, but Frank was already dead by the time Joel and Ellie got there, and Bill didn’t kill himself alongside Frank. Their relationship also ended badly as Frank wanted to live beyond simply surviving, whereas Bill was satisfied with just surviving. Frank leaves, gets bitten, and kills himself so that he doesn’t turn.

Hey, could you clarify how you know they were gay in the game? I went back to watch all the bill scenes in a let’s play of TLOU but I didn’t see any sign other than the fact that bill referred to him as his partner. Which, had I not watched the episode, I would have assumed he was simply his friend that he essentially traveled and worked with. I personally, really love the story in the show, but I don’t understand how we knew they were initially.

@@stephmgreen It´s kinda imply that they are in a relationship or that they are more than friends, in the game. When they talked about partner ( since most gay people refer to their couples as partner to avoid any problems) It´s almost the same as the fact that in game we are never told that tess and joal are in an actual relationship, but we do get confirmation in the series

@@stephmgreen There are romantic undertones in the way Bill talks about Frank and Frank’s letter, but the biggest sign is that Ellie found gay porn in Bill’s stash. She talks about it in the truck with Joel and jokes about the pages being stuck together. They weren’t actually stuck together as she was just joking, but the gay porn speaks for itself.

@@Ren_Davis0531 thank you for the info! To be clear I never played the game. I watched a let’s play years ago and I’m now going back to watch it as the show progresses but I wasn’t paying as close attention once they dropped Bill off, so that makes perfect sense. And to the previous poster, to be fair, Tess & Joel flirt in the game, so I thought that was more obvious because you get to see their tones when speaking with each other. And in the gameplay, Bill speaks so unbelievably harshly of Frank and the note reflected similar harshness from Frank, so it threw me off. I get being angry at your significant other but that letter, to me, had no hint that they even liked one another and it was something out of convenience. I was wrong, but that’s how I perceived it. Like I said, I’m watching the gameplay again as the show progresses. I didn’t sit down and watch it all before the show. I’m taking it week by week.

At first, I was hesitant on how they would handle Frank still being alive in the show as that dramatically changes Bill’s narrative purpose. After watching this episode, I have to say that they re-contextualized how Bill fits into the narrative in a way that I think works just as well. I think it’s another example of a well thought out deviation from the game that dug into the characters a little more, while also still serving the main characters’ arcs. Quite lovely episode.

I agree. I also wasn’t sure at first because it was such a drastically different handling of Bill’s Town. BUT, you’re right, it does still accomplish the same narrative purpose for Bill. In the game, he serves as a jaded, angry, tragic reminder of who Joel could become if he continues to shut the world out and not care for anyone again. The show version of Bill still reaches that conclusion and leaves that wisdom for Joel, but they arrived there in a much more optimistic way.

FEDRA stands for Federal Disaster Response Agency. It is supposed to be equivalent to real world FEMA they probably could just not call it that in the game for legal reasons.

A little trivia: That shot with the window scene at the end of the episode 3 is actually the same as the main menu of the actual game. In the main menu, there is only a single window that is left opened when you start the game.

Bill taught Frank how to survive, and Frank taught Bill how to live. The difference between the game and the movie happens during that argument in the street. In the game Bill says absolutely not, Frank starts resenting him because he’s an extrovert. Eventually Frank leaves, gets bitten, hangs himself to not turn. And leaves an angry letter to Bill, to which Bill swallows his tears and feelings and goes, “Well then fuck you too”. Bill will die bitter and angry having never lived at all. In the show Bill compromised a bit, and let Frank love him how he wanted to love him. Let him make a friend, Tess and Joel. Spruce up the neighborhood. Frank in turn compromised and settled for just that. It’s still an apocalypse, he can’t invite too many people or do too much. So they both died satisfied, in each other’s arms, after a full life. In either case their plot purpose is to teach Joel that surviving isn’t enough. In the game Bill shows Joel how bad and purposeless his life can be if he doesn’t open up. In the show Bill shows Joel how good it can be if he opens up. Joel reads the letter and realizes that Frank died happy. And Tess died never having that chance. So he starts opening up a bit. Both Bill and Franks are sides of the same coin. The bad ending. And the good ending.

The game always had a heavy hand on character development. It's true the Bill and Frank backstory was MUCH more sublte in the game. But this was a really welcome addition. I wasn't expecting any of this and it was great!

I liked the changes to the story of Bill and Frank, only thing I missed were the interactions between Ellie and Bill. They had such a funny dynamic with Ellie being a mouthy punk and Bill being a crotchety loner.

FEDRA is the Federal Disaster Response Agency so it is something that is already set up for any disaster. It's like a militarized FEMA. They already have evacuation and quarantine plans, which were activated as soon as the pandemic hit. However, they were probably not prepared for the complete devastation so had to improvise to resolve problems, like making the drastic decision to eliminate those who could not get into the quarantine zones, etc.

most will be fine but it's like there will always be people unsatisfied with the fact that series deviates from the game, even if that's in a good way and makes sense. I literally saw a guy under some video who was saying smth like : "the series is awful and does not respect the source material because in the game they were looking for guns and not car battery" lmao. You can't avoid having ppl being weirdos.

This whole part is different. GAME SPOILER: Bill’s alone and he’s booby trapped a whole town. He’s going a bit crazy because he’s so isolated, he talks to himself and obsesses over patrolling his town. There’s a whole sequence of Bill, Ellie and Joel looking for a battery in the town, they come across a lot of infected . Bill and Ellie have some funny banter thru all this, they hate each other. They eventually find Frank, who lived with Bill for a while but decided to leave. Bill called Frank his partner. Turns out, when he tried to leave, Frank got bit and hung himself before he turned. Frank left a nasty note saying he hated Bill and hated being stuck in the town. They find a battery and Bill sets them up with a car and they leave town.

This episode beautifully expands on the tiny bits of story you get in the game in ways that the game probably couldn’t, but the game can also build a world in ways that don’t translate to TV/Movies. In the game the world is established as a living place beyond Joel by events that can and do transpire even when you are not present to see them. In the scene where Frank is found he left a note that you may not find or may not read. You can optionally take it to Bill to see his reaction. If you stick around after telling Bill he crumbles the letter up. They are little things, but they are assembled in a moving way even in the game.

Frank is a bad liar but a master manipulator, getting what he wants. He lucky he cute. I loved this episode so much. So beautiful. Frank and Bill were trash toward eachother ingame. Frank ended up leaving Bill and got infected and killed himself, leaving Bill a note that he hated him. Bill and Frank were implied to still be gay ingame but not happy. There's also theories that Frank wasn't gay and just pretended to be because Bill had everything he wanted which is trash if that was true. I'm glad they changed that to something romantic here.

Exactly. Frank takes advantage of the lack of love Bill had in 4 years, and created his best ally: someone who will keep him alive as Frank would've died on his own.

@Fan Pops, 23:12 Craig Mazin said that they didn't decide an which decease Frank is suffering from, but that it was either MS or ASL ='( We never really meet Frank in the game. We learn about Bill and Frank from letters left around Bill's town--it isn't a happy story really. At some point, Frank got fed up with Bill and tried to leave. He got bit and became infected. He hung himself and is later found by Joel and Ellie. They deliver Frank's final letter to Bill, which isn't very nice. Needless to say, they had a huge falling out and never got back together. That said, they were together for a time, so things might have been good for a bit, but we can see how opposite they are in this story. In the game, Bill must have worn Frank down with his closed off nature. This new take on their story is far superior to the game's by a mile, and more important to the overall story as a whole. I think it'll make a lot of things moving forward stronger, and that's all I'm going to say about that. What a great story, beautifully told.

All i will say.. can see why it's the most popular episode and also the most controversial.. idiots be idiots fans of the game know this is perfection... literally in every sense of the word. Fedra already existed before the outbreak and was a branch of the US government a disaster response unit in case of national emergencies. It is like FEMA in the US for example.

It’s probably already been said in the comments by now, but regarding how Joel’s family didn’t get sick: remember episode 1. Joel doesn’t like pancakes; only Sarah ate them. There wasn’t enough for Tommy to have any. Joel forgot to pick up a birthday cake, declined the biscuits the Adlers offered him, and he never had a chance to eat the cookies Sarah was to bring home. He also MAY have been on the Atkins diet, however it’s widely accepted Joel was just being facetious when declining the Adlers’ offer to socialize. This approach to the outbreak’s spread is directly hinted at In the game. As soon as you take control of Sarah’s character in the beginning, go to the upstairs bathroom and read the newspaper lying on the counter. The entire page is of articles all related to the factory closing, the recalled food, and strange assaults on people / hospitalizations.

I think reason for fedra (Federal Disaster Response Agency) came up so fast is that infection didn't came to us and destroyed it in same day. My theory is first infected was in few weeks before collapse, and we know that chaos was happening in Indonesia at this time. From TLoU 2 we know that government tried to contain infection in hospitals so that's how they thought about creating fedra.

In the game, Frank killed himself after getting bitten. They hinted that Bill and Frank were in a relationship. It sucks that they killed Bill (heh) in the series but I think his character serves the same purpose just in a different way. In the game, Joel sees Bill as some old grumpy loner who doesn't trust anyone. Deep inside, Joel realizes doesn't want to become like him. In the series, with Bill's letter, Joel sees him as a role model, saving one life can mean something. It echoes what Tess said in the 2nd episode.

its like 80% different from what happened in the game. GAME SPOILER in the game they didnt told us Bill and Frank backstory which how they lived together for years. Bill and Frank separated because of disagreement in surviving methods. Bill didnt own the whole town, just some areas of town and protect it with booby traps. Bill helped us to search for battery for a car in abandoned school and there boss fight which something that worse than clicker. turn out someone else stole the car battery, they escaped to nearest house and found Frank dead body hanged. turn out he got infected and hang himself and left farewell letter to Bill. in that hpuse they also found a working car and battery that stolen from the school. Joel and Bill pushed the car while Eliie in on driver seat trying to starting it while they were being chased by infiecteds. They succeed and left Bill for good.

Bill and Frank's relationship with one another was only vaguely implied in the game. Frank was already dead by the time you meet Bill, and Bill throws up a lot of the traditional gay code when referring to Frank, like saying things like 'I had a...partner, someone that I had to watch over.' instead of outright saying they were lovers. Ellie reveals later that she took a gay porn mag from Bill's stash, which kind of confirms it, but the game doesn't get deep into it like they did in this episode.

This is not really a zombie apocalypse series or game. The theme was and always has been love. Love in all possible forms in the best and in the worst. How love enriches and can destroy us. What we are willing to sacrifice or destroy for it. The game, of course, differs from the game in that you play either Joel or Ellie in the game, all the time. This means that on our way we only meet these people and only learn what they tell us or we read in found notes. For Ellie and Joel, there are long distances to go, which you either skip completely in the game or fight. The series does that cleverly. The time that Ellie and Joel are on the road and nothing happens, we spend with flashbacks and backstories of the characters we will meet.

Effing changing the game!!! What plsses me off is THIS big ass error... EVERYONE knows beaujolais is a young wine!!! Years pass and he's still serving it like it's the best option!? NO EFFING WAY. Pay attention to the details. Change the game to whatever works best for the new medium but don't eff up the basic premise of a beaujolais. Druckman is ruining this! Sarcasm for the trolls... Amazing episode. Can't wait for this to suck up every award.

In the game bill also had control over the whole town and ellie and bill got along really well 😂 which i was hoping to see. Frank got fed up on bill’s ways and hanged himself because he got bit. Joel and ellie saw frank’s dead body hanging in a house. but this change was also good. Bill hated frank for leaving. Theres was also a lot of action in the game in this episode and the way they deviated made such deeper emotions. But then they were still accurate. Ellies red shirt and joel’s green shirt was from the game too. The truck looks like the game too. The conversation about not bringing up tess was also in the game

I've never played the game, all I know about this is from watching the show so this could be wrong, but to me if there's some extreme immediate emergency, then it's totally believable that the government just gets a bunch of experts and preexisting organizations that deal with health, law and order, science, military, etc, and says "You're FEDRA now", and tries to combat the outbreak using these individual organisations that are being commanded under the umbrella of a new government agency called FEDRA.

know this is late but I played the game first an as an answer to your Fedra question, I always took them to be the games version of FEMA, and they became autonomous after the government collapsed.

Also in terms of FEDRA, we saw on outbreak day that the military already had orders to execute civilians. So it makes some sense that the government has already been overridden by FEDRA. And also someone had to have given the order to bomb the citites. So perhaps FEDRA started a worst case scenario army protocol and then overtime grew in power, or like other government systems became obsolete (ie. long beaureaucratic processes to create laws)

The game never explicitly said bill n frank wer lovers but it was quite obvious... Bill was the only one we ever interact with.. but there was dialogue and notes n shit.. it was always something the devs wanted to explore yet never did.. probably due to pacing in a gaming environment.. bills segment was essentially a wham bam thank you mam deal... Unfortunately.. the show has addressed that with what i would term one of the greatest stand alone episodes of any show..ever recorded for a tv audience and even cinema.... Its perfect and bittersweet. And makes me happy personally for both bill and frank ❤

Anyone catch the music on the Frank's Last Day being the same one from Arrival? I thought that was such a great choice seeing as their last meal mirrored the first that they shared together and Arrival is centered around experiencing time in a non-linear fashion (No beginning or end)

a quick minor correction: it's music that was used in Arrival, but was not written for that movie. So it doesn't have any narrative significance other than being the same piece of music. The piece was actually written as a meditation on war, specifically the war in Iraq. That track from the Max Richter album has been used extensively in other movies (Shutter Island and Arrival being the best known) and TV shows.

The Federal Disaster Response Agency (FEDRA) already existed before the outbreak. My guess is they were put in charge until the pandemic was under control, except that never happened. They must have kept their power and have become a military dictatorship.

btw every single thing was changed lol the only thing the same is Bill being a survivalist and giving a car to Joel and Ellie in the end of the episode, but in the game we knew nothing about Frank (Joel didn't even knew him). but the changes were so well done and absolutely worth it! Not exactly, it’s heavily implied that Bill and Frank were romantically involved but they had a bad breakup because Frank wanted to go outside and Bill was happy to stay alone in the town. We then find Franks body after he had gone outside and got bitten so he kills himself before he turns and writes a letter to Bill that we can find and read.

In the beginning where people were being rounded up during the outbreak, where did it say they were FEDRA? I didn't see a name or patch on their uniforms or vehicle. It could've just been military/disaster relief

@Fan Pops, 39:33 Why wouldn't FEDRA go back out and check the town they just evacuated? 1) They had a mandatory evacuation of ALL citizens 2) They killed people they didn't have room for in the QZ 3) Look at FEDRA in Boston. They are on edge in their own territory, as they're undermined by the Fireflies and they have their own citizens sneaking out of the QZ I don't recall if the game (the first one, anyway) explained how FEDRA came into existent. It would look like FEDRA is what the DoD became, after it removed all of the bureaucrats from power--too much bickering and no time to respond in real-time with an escalating crisis that was already getting out of control. The CDC likely merged or works in conjunction with FEDRA as their science is coming from them. You'd think it would be damn near impossible for the military to overthrow the government, but when you have a virus helping you, knocking of people in power rapidly, it probably wasn't that hard at all, and I assume that that's what happened. Anyway, the three points up top I think best explain why FEDRA never went back to sweep towns, but we also need to remember that they don't have the man power, as some of their own soldiers were among the infected. All FEDRA can really do is protect its own territory; hence, the need to round up the healthy and relocate them to QZ's so that they too could some day become conscripted soldiers--we learned from Ellie's story that she was going to a FEDRA school that was raising children to be future soldiers. We also shouldn't forget about the risk going out into the wild would be for FEDRA with slavers, raiders and all of the other groups the series hasn't mentioned already carving out territories for themselves--the US quickly reverted back to the wild wild west. Losing soldiers, weapons and equipment aren't things they can afford to do right now, while trying to figure out how to stop the spread of infection. 39:56 Boston's QZ is located downtown, and who knows how big it is. That area was rich in resources, but you'd figure that those things became pretty scarce in 20 years. Regarding gas they likely started fracking or went off shore--no infected at sea. FEDRA's heads are likely shacked up on an aircraft carrier out at sea too. We saw helicopters during the 20 year time jump, so they have the means to fly, so FEDRA is also likely trading with other groups that assumed power during collapse of world governments. I imagine the US is in the worse state in comparison of other countries with all sorts of guns being widely available to people in every state. FEDRA has to battle infected and every other militia vying for power. Doh!

If it weren't for the Apocalypse, Bill would have never felt the freedom to open himself up to being his true self. He would've miserably continued locking himself away "in the closet", hating the world. Frank falling into his trap was the fateful catalyst. The show made Bill and Frank's arc so much better than the game because the game version is much more grim. This was beautiful.

Bill is, by definition, a survivor. His purpose never requires others. However, he is such a dick that Frank leaves him and dies immediately in the game. The game is a lot more brutal in this story. Frank leaves a note saying how much he hates Bill and when Bill reads it he just says something like whatever. The game Bill would never die like that and is actually still alive.

In regards to rich people, like they could hypothetically live in a mansion, but they wouldn't have the survival skills that Bill has. Like without private chefs, no pilots to fly their jets and money instantly has become obsolete all they have is whatever non-cash resources.

Did anyone else notice the fungus in the strawberry patch? Frank almost touched it and they both almost rolled in it. They both barely missed a much more horrible death than the humane one they got at the end.

Edit: l checked again and it definitely looks like the fungus, doesn’t really look like any dandelion I’ve ever seen before. 🤷‍♂️

A bit upset they killed Bill the show and also dissappointed he not meeting Ellie, but i love the way they expend his story' with Frank in this. Really well done side character story from the game. And also the later bill wrote is make Joe relaise something to care about someone expecially Ellie.

This episode made me cry so hard that I was worried my neighbors would come check on me. I'm not exaggerating. People don't talk enough about how significant it is that Bill immediately admits, "There's no girl," to a stranger. Frank could've been a raging homophobe who would've wanted to harm him for being gay. There were several real world examples of that happening to people at that time. Bush was trying to ban gay marriage then too, so this had to be intentional timing on the show's part. The fact that Frank cries when they first kiss, and Bill is so hesitant at first but reciprocates the kiss quickly despite how paranoid he is, shows just how lonely and starved for love both men have been. The showrunners have said Frank had MS or ALS and already knew about it, so he always knew he was going to deteriorate physically and need a lot of help. I definitely would've done the same as Bill at the end. I haven't played the game, but I've heard from people who have that in it Bill had a Frank as a husband, but Frank left their safe haven because Bill became so neglectful of him and Frank hung himself. He apparently left a suicide note saying he hated Bill. This was the happy ending Bill and Frank deserved, and I loved it. I'm so glad I didn't have that fate from the game poisoning my expectations. BTW, Donald Trump was about to file for bankruptcy in 2003. An actually wealthy person at that time (and now) would be Bill Gates. The only time Donald Trump was truly wealthy was when his parents were alive. And even then, most loans his family gave him he squandered on businesses that went under or were rightfully sued to take any money he did make (thus, why Trump has never been truly wealthy as an adult). There's been many pieces on it. John Oliver did a good short one on part of it that I think is on KZbin if you want to look it up. There's also been many documentaries/articles you could look up.

About FEDRA, it’s the game version of FEMA (Federal Emergency Management Agency) in the U.S. Martial law probably happened soon after the global outbreak in many countries as a way to speed up control of the citizens and minimize the spread of infection. FEDRA in turn became extremist and effectively fascist, igniting the creation of various militant resistance groups across the country like the Fireflies, of which Marlene is the leader. But many others stayed out of the QZ (quarantine zones) and formed roaming bands of hunters who kill anyone and loot the bodies, and even worse groups. Joel likely used to run with such groups (hinted at in the game), while brother Tommy joined the Fireflies but left after a falling out with them and migrated west to a settlement called Jackson in Wyoming.

Bill and Frank were both in the game, and they were both gay.. But the game doesn't hold your hand, you only get hints of their relationship if you pay attention. The difference is that we don't know their backstory.

We never met Frank in the game... all we got was a note that informed us of Frank's existence. When Joel & Ellie get there, Frank is gone and Bill is by himself again. Very different from the game.

Yeah, nothing of this is in the game there is a Frank but you never meet him. He and Bill had already split up for unknown reasons and later you find him, hanged himself and Bill finds out Frank stole a bunch of his stuff. What is gone is Bill reuniting with Joel. Bill ans Ellie's instant and comical dislike of each other which never eases up. It's a highlight of the game and frankly I'm sorry to see it gone.

Basically none of this is in the game. Joel and Ellie go to Bills for help. They do get a car. That's what all the game play is about. Bill and Frank were probably a gay couple. But they cut out so much important stuff in favor of a Lifetime love story that wasn't shown in the game. To save money on all the action we lost Ellie getting the bow and arrow and starting to learn how to survive, Ellie and Bills interaction and Bill's purpose in the game which is to show what Joel could become if he doesn't change. This episode was basically someone's vanity project because it did nothing to advance the plot. As far as FEDRA goes it's a must smaller organization in the show than the game but they aren't everywhere in the game. The are in the few safe zones and they transport supplies back and forth. I think it's assumed FEMA was rolled into the military. This probably happened on it's own. There wasn't a timeframe given to how fast things fell after Outbreak Day in the game.

Wow, you missed a lot. The overarching theme of the entire game/series is the difference between survival and living. Or survival vs losing your humanity. This episode literally provides the same thing as the game. Game: Bill drove Frank away because he prioritized survival over living, which wasn't enough for Frank, and so Bill ended up a lonely bitter asshole. A cautionary tale to Joel. Series: Bill is shown to have been changed for the better by loving Frank and not going the survival only route. He's an example of the fulfillment Joel could gain if he lets himself have human connections. SAME RESULT in driving Joel to bond with Ellie. If YOU don't like the romance (let's be honest, you don't like gay romance) it's because you are SO FUCKING MANLY that you don't like that touchy feely crap in your zombie action story. Lifetime? This episode is miles away from that shit, so... you're kind of telling us your sense of narrative depth isn't very good. And I'll go out on a limb and guess english literature isn't your strong suit.
