Did you check the crashed plane? If you step out the back of the quonset garage go right up the hill and keep straight up the hill and you will run into the crashed plane.

I believe you can sleep in vehicles without a bedroll, and build a fire next to it to stay warm. Not ideal but might be a life saver in extremis. I recollect hearing that you can’t open the bonnet (hood) and place a fire atop the engine anymore, but haven’t tested this.

Im sure you probably know this, but since you said you get turned around in Coastal Highways upper area, I figured I could help orient where you need you need to go. You know how you had went to the cabins or as i call them "bunny huts" with the two on the left burned down and the ones on the right being intact? Well, you'll wanna continue on that one path to the blue trailer which also leads to the PV mine, when you get the Y up top, take a right and continue you that way past the first opening to the right onto the second one. A wolf may be in the way but the path to the tower should be at that second opening. Hope this helps!

how were you able to tell from such a distance that the wolves were not timberwolves? I'm not super clear on the difference

Timberwolves have a greyer tint and a fluffier coat that shows most in the tail.
