She's not crying, she's merely going through the motions of crying. She also goes from hyperventilating, unable to breathe, to screaming perfectly fine. It's because all their words are admissible as evidence in court. Unless the subject is trespassed or DUI (or some other situation where their drunkenness is itself illegal), police cannot start applying coercive measures without the subject's consent just because they're drunk.
