In the baseball scene it shows Frank examining the pitcher and finding sandpaper and a grinder as well as Vaseline. These are all items at pitchers used to cheat to get a better grip on the ball. And the joke in the scene was Frank didn’t care what he found and so he let the baseball pitcher stay in the game when it would be an automatic ejection from the game and possibly a fine by Major league baseball.

These movies actually started as a TV series called Police Squad where they were spoofing all kinds of old cop shows (most famously Dragnet) and it also starred Leslie Neilsen as Frank Drebin, George Kennedy and OJ Simpson. That scientist who came up with his weapons was also part of it (that was mostly a spoof of a similar character in James Bond spy movies), and Nancy Marchand was also there as their boss (I actually forget if she is the mayor, the DA, or the Police Commissioner). The really tall guy was also in it, with a similar joke every time with something being stuck in his mouth. The series had exactly the same type of humor (one memorable gag had them raid a strip joint and one of the strippers asks Drebin, "Hey! What is this? Some kinda bust?" and he answers, "Yes, it's very nice"). Unfortunately, the show didn't last very long, because audiences didn't quite know what to make of it, so they turned it into a movie, which led to sequels.

Nowadays we get them from California using better methods so there was no reason to dye them anymore.

the vaseline, buffer, etc all change the surface of a baseball which makes pitches do weird things so it is harder to hit. A famous pitch was the spit ball which would have wild movement. It is also banned. If they use pine tar (which is used on wooden baseball bats to give the batters better grip) then the ball will be stickier in the pitcher's hand. Some of the baseball shots were at Wrigley Field in Chicago and some in Dodger Stadium in Los Angeles.... instead of the Los Angeles Angels stadium.

Altering a baseball is against the rules for a pitcher. Smearing a little Vaseline, or some other substance on the ball will cause it to act unpredictably and make it harder to hit. Likewise, cutting the surface with a razor blade, or scuffing it with sandpaper will change the way a ball moves and will give the pitcher an edge. This movie was based on a short lived tv show called Police Squad. It only lasted six episodes. You should react to them.

8:06-8:19: Funny you should say that… it’s actually those type of dramatic roles that made Leslie Nielsen famous, and were the staple of his career. The truth is, whenever Leslie made the jump to comedy, the controversy at the time, was based on whether or not he would be able to be taken seriously enough, be entertaining enough, and then, be successful enough to do comedy, given his years of heavily dramatic and often complicated character roles; he was also known for playing many antagonistic, if not, outright villainous characters. One of his first, if not his first big time comedy role came in the film Airplane!.
