Always has given me shivers and commanded (demanded) respect since I learned it in Grade 1 in school in Flin Flon, Manitoba Canada 70 years ago. It ended the school day ever day for 12 years and every hockey game played in that northern bastion of hockey. No matter what the outcome of the game, everyone came to a stop and was silent until the Queen was over.

...not for the first time, the conductor's arm movements seem to have no bearing on the actual pulse of the music. Is it badly out of sync or am I misinterpreting them?

I thought the same. I'm hoping it's just out of sync. As a musician, I would find it VERY hard to follow.
