He still will be. These are some really minor nerfs unless you were specifically doing Cloud Walk, heavy attack, Cloud Walk, heavy attack. On the official forums, it gives more detail. Other types of attacks, or just cancelling the skill, will still behave the same way they do now.

A free warframe, a new RNG-based frame, a new status type, numerous reworks of various levels, some of the reworks were complete surprises with their changes being even more surprising, new incarnons, a demo for a future update, much needed quality of life changes, heavy companion changes, and three deluxe skins all with multiple additional cosmetics. Pretty insane considering a major update is coming in just a few months.
