That was the payoff line, the rest was the set up. I love how Norm work to wring every ounce of comedy out of his writing. His little quips after the main punchline (when folks are already rolling) …are gold.

Hey, I actually remember listening to some interview a looooong time ago where Norm actually said he was hip to that show before it really became popular and said he wanted his agent to get him on that show for a guest spot or whatever... but then that couldn't happen because there was apparently some bad blood between Danny DeVito and Norm?? Maybe from some altercation that happened on the set of Screwed (a film they were in together)???
