Nah the difference between Goku's decision against Frieza and Vegeta's against Cell is that Goku knows himself and his limits intimately. Vegeta is bordeline delusional half the time. He was rocking Semi-perfect Cell's shit so he just assumed that nothing could touch him. Goku knew he had limits he just knew his limits were far above anything Frieza could handle and that he wasn't losing this fight so long as he locked in. And let's not forget that Goku knew off jump he wasn't a match against Perfect Cell but also correctly predicted that Gohan could handle him. It all comes down to awareness.

Trunks was not innocent either, he could’ve finished off Semi-Perfect Cell with a full power Ki blast, or got into his buff-form, yeah I wouldn’t of worked, but he did not know this, so he willingly held himself back, so he would’nt wound Vegita’s pride. Ya, Vegita and Krillin had a hand in it, but Trunks was also at fault for this.

There's a difference between goku and vegeta, besides winning. Goku knows when he has his opponents measure. And he can finish a fight when it matters. The prince just stays in cocky mode. He more worried about resting his nuts in your mouth then ending the fight(pause). Goku only really got cocky on that first transformation and in super because super is where character goes to die smh
