But they have made changes to the youth system itself over the years, and we have had more players coming up the ranks: Chalobah, James, Mount, Abraham... I refuse to believe that Roman bought Chelsea just because he loved football, and wanted to own a team. I mean he could have done that in Russia, and for a fraction of a cost. I also find it hard to believe that Roman wanted fame, since he is such a private person. I think Roman bought Chelsea because he understood the economics involved in football market, and saw the opportunity of owning an asset whose value was going to increase considerably over the next few decades. I think he bought Chelsea over Tottenham because 1. He saw the value of buying a club located in a more affluent part of London. 2. Chelsea were going to go bankrupt thus being a cheaper bargain. 3. Chelsea had qualified to play in the Champions League that year. Since he has purchased Chelsea, Roman is said to have invested $1bn. However if he decides to sell the Club, it is valued to be sold anywhere from 1.8 bn- 2bn. So, Roman has effectively almost doubled his investment in 14 years time. Or he will make a profit of 800m- 1bn, if he decides to sell the club. I think this is good enough reason for why he bought Chelsea. Saying all of that, buying Chelsea was a major gamble. People were talking about Chelsea as if they were going to pull a Leeds United, and end up in the 2nd division in a matter of years. Had you, in 2003, told people that Chelsea were going to be a big a global brand as they are today, people would have laughed you off. Roman understood the value of winning while establishing a new brand, and he wasn't afraid to flush down the cash to win trophies. I think Roman won't spend the way he used to, now that his brand has already been established. Although it will be interesting to see what happens if Chelsea don't win a trophy for a couple of seasons.

Managers talk about him calling them after every game to check on the team. He could easily delegate a lot more and have reigned in the spending earlier. Chelsea are also based in west London and are closer to his other properties than Tottenham

You could say this about a lot of things, in my home town I've noticed a whole batch of "Turkish Barbers" have opened up, although it's dubious as to wether there has been a spike in haircut demand, more likely its a front for laundering somebodies illegal money.
