Not like you can with Search campaigns. For Shopping, AB testing Shopping Ad changes really comes down to more backend tracking (CTR, Conv. Rate lifts before and after changes)

Hmm not sure what exactly you are asking...You have a few options: 1. Max Clicks and then you set a Bid Cap if you want to whatever Max CPC you'd want to pay per click 2. Manual CPC where you just enter at the ad group or keyword level what you want to bid per click

If I have a product "winter jacket" that is seasonal. When should I start my google performance max campaign? It's tricky because I need the data to start however it isn't buying season until the cold weather hits. Thoughts?

Review historical data of when sales start picking up for the product. If you have the budget then I start warming up seasonal products and seasonal campaign 1-month before sales start normally picking up. If it you need to be conservative then do so a few weeks out.
