@@LouieOcean2 I think they're designed for low-leveled stealth-build players who went through the Strip via the Monorail (with the NCR disguise, and without if you watch Nerbit). But yeah, unless there's a mod to make him sell better stealth weapons and silencer mods, he's useless.
