I always found it funny how legionaries at cottonwood cove say Caesar isn't a man you want to keep waiting but you can literally bugger off for an in game year and he will just sit on his little throne with his tumour like nothing is happening.

He modeled his empire after a nation that existed in spite of its problems and was doomed to fail from the start, rome. By larping rome all he does is doom his empire. Of course this is not to say that the ncr or any other faction of the mojave, a dictator, a liberal(in the correct sense not the dumbass Conservative belief of what it is)and an anarchist who will provide no stability. I think Mr house is probably the least terrible but honestly I'd rather kill them all including yes man to establish a government that can provide stability and build the mojave to something great.
