They should definitely include at least one spare bar of the lining part in the box. The value-for-money factor is deplorable, as you rightfully remarked yourself. I can recall that Estee Lauder offered a spare bar in the box of their twist-up brow liner (the plastic case of the "pencil" was refillable); it didn't make them any less of a luxury brand!
