The collector was more of a playful spirit who had no concept of death and mortality. He didn't want to lose anyone and didn't know that there are things that have consequences that can't be reversed. He just wanted to have a real friend who won't betray him and play together. Bill Cipher is legit the most popular Disney animated villain.
