The whole point of that scene is to demonstrate that however manageable and optimistic you think nukes will be, the reality is that your world will end. No amount of folksy precautions or "rules of thumb" can prepare you for the unraveling chaos. (Even the vaults become unmanageable over a long enough period of time in a postnuclear world war.). The point of the scene is to show that the thumb rule can give you the illusion of control and safety, enough to placate marines and little girls, at least.

it may depend on the type of bomb, the old hiroshima or more powerful thermo nuclear devices

In fallout they have an advanced anti radiation medicine, called radaway so they wouldn't have to worry to much about the radiation
