Pity they're not actually werewolves. In the final installment Aro explains that they're actually Native American shapeshifters who adopted their wolf forms in order to protect the rest of the tribe against vampires. The Volturi have been engaged in a running war with true werewolves (humans who can only transform under the full moon) in Europe for hundreds of years, ever since one almost killed Caius.
