For certain XBLA games they had an additional content pack you had to buy. Some had it built in and you just had to pay to unlock it. This probably needed that extra content pack.

Yeah, we Latvians pop up and disappear and you can't find us. Its a thing we do a lot. And that sales thing probably is true. If they did not have distributor(and promoter) outside of Latvia highest they could get is couple thousand because Latvia has 2.5mil people in total. Majority of them are old people.(When I say old I mean mid 30s and up) Also that cutscene format was very common for studios from poor countries. You can't afford voice actors(Latvia only has like 5 in total and they are too expensive and probably too busy because they voice all of the shows that come over from other countries) so you turn it into a comic with music. Our movies used final fantasy music for its soundtrack(because they could not afford to create their own) sometimes and those had bigger budget than this game.
