Raiko always wanted what was best for Republic City like he prefers diplomatic solutions and choosing not to interfere with other nation affairs when he’s focused on protecting his own (which is why he ordered Gen. Iroh not to leave port in S2). However as a politician in a democracy, he was always too concerned with his political reputation which was better shown during Turf Wars comic when he wanted to be re-elected. There were times when he decides to blame others like Korra because as a current president, people would always judge him for his decisions on world events like Kuvira’s invasion. This would really affect his ratings and popularity hence he feels the need to pass blames instead of claiming responsibility or else it would ruin him. He is selfish here when he desires to stay in power and it made him go dark when he placed his political agenda before the people. A well-written character at least, I know a lot of politicians in my country that allocates more money towards their electoral campaigns instead of just helping the country.

He never took the emerging threats of Unalaq or the Water Tribe Civil War seriously which led to the rise of him being the Dark Avatar and the Harmonic Convergence created Spirit Vines in Republic City. He blames this on Korra despite her plead to him for help and banished her from the city. He never provided extra protection to Korra or the Earth Queen (despite her tyranny) from the Red Lotus. If he hadn’t helped more in Season 3, the Avatar might not be poisoned or the Earth Queen might still be alive. That means Kuvira would never become a dangerous dictator. Raiko basically wanted to immediately attack Kuvira, but despite her threats, she hasn’t done any attack and the other leaders didn’t want a full scale attack. He even wanted Spirit Vines to fight Kuvira despite the protest of others and the dangers of using it. If he got his way, he be no better than Raiko. The battle resulted in most of the city in ruins and becoming bankrupt.
