I dont actually know, nor do I care if it's a requirement to drive a CMMV in Germany. Who cares? It's not my point. My point is that in the U.S. it is a requirement to be able to read, write, and speak English in order to drive a CMMV in the U.S. That bullshit "memorandum" is proof that it IS a requirement. The issue here is that the same government is intentionally manipulating the economy by allowing anyone, no bar to entry, to drive a CMMV in the U.S. and creating a devastating effect on rates in this industry. Now any "Candadian" or "Mexican" trucker can not only deliver into the U.S. but also stay and continue to accept and deliver loads for next to nothing just because they think its better than where they come from. You’re NOT required to speak german in order to drive a commercial vehicle (LKV) / “TIR” in or through Germany ! All you need is to acquire the required licensing to do so in any of the EU member nations and you’re in business. You can’t enforce “language regulations” for driving in Europe since it would completely stop trade between the EU member countries. In Europe all driving regulations and traffic signs and signals are standardized throughout the entire continent. That makes it possible for any EU citizen to drive in and through any European country regardless if he or she speaks the language of those countries or not. For example, you can’t prevent the german truckers from driving their trucks through Poland, or Czech Republic, or France, or Spain, or Italy, etc. just because the only language he or she happens to peak it’s their own mother tongue (german), and vice versa, can’t prevent the truckers from those other countries from driving their trucks into and through Germany either. This reciprocity was true even before the European Union when international road transportation throughout Europe, North Africa and Middle East was done through the TIR Convention, a multilateral treaty which was concluded in Geneva in Nov. 14, 1975. Folks, you can’t have international trade and international transportation without commonly accepted RECIPROCITY, and yes, you as an US citizen holding an US CDL can not drive a CV in the EU since the US and the EU does not have driving licensing reciprocity. The only country with which the US has full driving reciprocity is Canada and partial reciprocity with Mexico.

This is part of the problem, the other half of the problem is people use google maps and other apps that aren’t made for trucks. Hardly anyone is teaching how to use an actual map and trip planning… You think it’s bad now, god forbid the GPS satellites go down for a month… Everything from Aviation, CMV’s, Farmers, let alone the average 4 wheeler would be severely impacted… Can’t fathom it, and I hope it never happens but yet they can’t put these phones down… Maybe that’s why they came out and made everyone obtain a CDL from a formal school with federal credentialing because of the uptick in incidents.

That’s crazy… I’m Italian and I’m a Truck driver. I assure you when I took my CDl , I had to go to my CDl Accademy and the first thing they made sure was that I can read, speak and understand the English language. Nobody had mercy. And that’s 100% right. There is no way to become a truck driver without understanding what’s going on. Too many variables and situations a truck driver has to face on a daily basis, to not to speak the current language( in this case English) …

In Florida where I lived since 1989 to 2020, foreigners go to the DMV with interpreters for their CDL testing on the computers 💻. That happens for all classes A, B, C & D licensing, and the DMV does not care. We have illiterate folks getting licensing to drive using these loophole. There is no point in creating fancy laws, if there is no intent to enforce them.

YO! I literally was pulled in to the DOT on Donners Pass for an inspection. The inspector told me the exact same rhing. Theyre instructed NOT to bring up the fact that the driver couldnt speak or read english. He told me there were safety concerns where the illegal woukd turn on the rig while DOT was under it bc of the language barrier. WTF?!

The FMCSA needs to reconsider what they are doing with these Memorandums. Communication is a must. If you don't have a completely understandable communication between the DOT Officer & the Truck Driver than the inspection is failed, the driver is put out of service for violation of rules. Failure to read, write, speak, understand the English Language.

So , at the end of the day , is up to us , the truckers, who MUST take the blame for what is going on right now . I just got dot inspected in Utah and the dot official an i had a conversation about this very topic. They are not able to question a driver about their ability to speak or understand english. This particular official has to use a translator app. And yes I told them it was BS.

Holding a conversation with someone is completely different than reading signs that you can easily memorize. Not everyone out there has the ability to learn a second language. I was lucky to move to US young and learned the language but every case is different.

I’m simply making a point that some drivers from mexico or french speaking canada might not have any interest in learning the entire english language. Just enough to do the job. If someone has moved to and lives in the usa and wants to operate commercial equipment like a semi truck. Requiring those drivers (the majority) to have a fluent command of english is reasonable. Also I’m curious if train operators and boat/ship pilots have an english proficiency requirement. The standardizing of communication for heavy machinery is reasonable.

In its infant years the Trucking Industry faced numerous obstacles and challenges as it grew and expanded, and communication was a big one. Dispatchers, drivers, office personnel, paperwork, Highway Patrol and other authorities all needed to clearly and completely understand each other on a daily basis. Obviously the ICC & DOT took appropriate measures to get rules and regulations on the books to deal with this gap in communication. It only made common sense.... That was then, this is now!! I live in NJ where the vast majority of dump truck and port container drivers speak either Spanish or one of a dozen other dialects . Some are bilingual..... In my 40 years on the road I constantly dealt with steering wheel holders who simply had no grasp of the English language and at best struggled throughout the day to just get fuel or to purchase goods. In recent times our country has been inundated with hundreds of thousands of border crossings, and somehow, many will wind up behind the wheel of a commercial vehicle. And God only knows how many of them intend to do harm to the country. Why are the basic requirements to operate a Commercial Vehicle being lowered or overlooked. In a court room one single word can change the consequences or outcome of a trial. One word....

If they keep it this way at a minimum, the interpreter that you speak with should have to be initiated through a federal agency of some sort or one that’s regulated by them to ensure that the interpreter is not passing everything for the driver checklist right in front of them as they go around the truck and know everything about what the next question is and what the right answers are

the basic thing is that there are now two separate cdl driving licenses. for automatic and manual transmission. the next problem is that a truck driver is considered a failure in society and that he knows nothing except driving and everyone doesn't want to do it. thirdly, this work is nothing like slave work. everything around aviation, railway and sea transport regulated by law, but not trucks. we are still slaves and without us this country will die in 3 weeks if no one comes to work. the whole truth .

“To understand highway signs” - 96% of the people in the highway can’t do that, including those that can speak English. Speed Limit X becomes X+15 mph (unless the police officer is holding their radar gun and is obviously watching), Speeding Fine Double (or triple) means “you will not get pulled over anyway so $0 x 2 = $0”, two tickets for speeding in a work zone means license revoked means “the police don’t pull people over for speeding until their bosses get mad because they don’t do anything productive so don’t worry about this sign until you have your first work zone speeding ticket”, no parking means parking is okay, no turns on red means roll through the red light without stopping and turn, no trucks left lane means “when the right lane is going the speed limit, the second from the right lane is going 5 over, the second from the left is going 10 over, and you need to go 20 over, you can drive in the left lane as long as law enforcement is not watching.” Low bridge means “send it”, no trucks means “convenient shortcut for trucks,” slow down and check brakes for toll means hit the stop arm at 20 mph because it is in the way, reserved parking means parking for free permitted, and lane ends in 1000 feet means merge out of all lanes that still exist in 1000 feet. And then after the failure to understand and follow basic road sign instructions there are also a couple other common sense problems. Without fail at a truck stop backing in has turned into backing out for at least 1 person. Without fail toll road service plazas and rest areas and truck stops with pull through parking spaces are places where parking on the on ramp to the freeway, next to the scale, or sideways so nobody else can pull through or pull out. I even got blocked entering a toll plaza because people were illegally parked 7 deep in the no parking zone entering the toll road plaza and 12 more were parked sideways behind parking spaces and there were at least 25 pull through parking spaces open for all 19 of them plus me plus the 3 people behind me who couldn’t get off the freeway until we made 2 people move out of the way. People have been seen sliding tandems all the way forward instead of all the way back for loading and unloading. I’ve seen someone turn wrong entering fuel pumps and side swipe a tanker with their dry van. I was unable to go anywhere at a Lowe’s distribution center because someone parked to my left was parked so close going into a left hand curve that the only way to not hit their hood mirrors would be to drive through the grass but the ground was soft and with the concrete perimeter would make getting unstuck nearly impossible with another truck parked behind me. If English speaking Americans can’t understand how to drive a semi in accordance with regulations and basic common sense and English speaking Americans can’t even drive four-wheeler cars or motorcycles in accordance with regulations and common sense, why would we expect people who cannot understand English who may have been born in a place with nearly non-existent driving regulations to do better? Why would being able to speak English even matter if only a tiny percentage of people do what the signs tell them to do anyway? Being able to communicate with the law enforcement officers when they are found doing unlawful or unsafe activities would be nice for the people who cannot or should not drive but otherwise it’s just mostly for if they work for English speaking employers or they have to operate an electronic logging device in accordance with HOS regulations. They just to know “off-duty” and then “break” and let the ELD do the rest all by itself and park on the side of the interstate with their outer tires parked in the traffic lane around a curve at the bottom of a mountain and they’ll be fine. Not like the police are going to drive through the mountains anyway. As long as they are watching and they slam on the brakes hard and jerk it over to the side of the road when the timer drops to 1 or 2 minutes so they can quickly switch it over to off duty on break so their boss doesn’t call them up in a language they don’t understand to cuss them out because they were out of hours many hours ago but after they’ve already damaged 3 trucks and dodged 20 speeding tickets they figured if they poured some water on the toilet seat, washed their feet in the sink, and splashed some water on their face they can go another 5 hours. And that probably explains the terrible parking choices. On the side of the freeway, pointed the wrong way at a truck stop, or not even bothering to do a proper pull through when backing up isn’t required means they can come rolling in at 20 mph (slowing down abruptly on the freeway or doing NASCAR in the parking lot) and pull out on the yellow brake valve. Pee in a bottle, poop in a bucket, play on the laptop while talking on the phone, go inside and brush their teeth and go to bed. Do it all over again in 10 more hours.

If you know of a trailer park that's full of long term residents, and it is closing down pretty soon, walk around handing your card out with a link or app and set people up for hauling to the new place, wherever they're going. I've lived in a trailer in situations like these and watched the most broke people magically produce $200 to $400 to get their trailer pulled to their new home, when time starts running out. Your tractor can make you $$. You most likely will not pass a scale. No D. O. T. B. S. Just pull and make bank. Some of these parks have 100-200 spaces so you may make 2-10K $$ in one or two days.

Yeah, so basically carriers that have you know a handful of trucks and they want to hire all nonspeaking English speaking individuals. They just say when you get an inspection you call my number. I am your translator. That guy knows what to say every step and he’ll hear everything that the inspector is asking over the phone so technically they can circumvent it all again and the guy driving doesn’t have to know a single thing, so I guess I should probably find somebody that knows it like that and they will then be my interpreter and I’ll say if I ever act to call you, you got answer I’ll pay you 150 to make sure I pass the inspection you say the right stuff back

As to the whole English speaking thing. I've been told by Will county officers in Illinois that they will let them go because it is too much paperwork and requires them to call out their sergeant AND a translator. I've been told this by more than one DOT officer. They will let them go because it costs too much while pulling someone over like me will generate revenue since I cannot reasonably deny that I speak English.

I am all for the working man. Idc if they are proficient in English or not. As long as they are safe and competent operators and are legal immigrants. That being said most steering wheel holders that graduate “driving schools” aren’t competent truck drivers and sure as hell aren’t capable of driving in the coal fields if the east coast. I was over there years ago and they have exemptions which puts them 2 times plus over what regular interstate drivers are allowed to haul in steep narrow mountain roads with 35ft tri axle trailers in places you don’t need to even think about going with a 53 foot trailer. The normal semi will not last there either. They are mostly double framed and heavy spec trucks going from the mines to the plant.
